- This publication serves as notice of intent to procure services for the Department of Commerce(DOC, National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Services(NMFS), located in Seattle, WA, on a sole source basis with Skidmore Restoration Consulting in accordance with the authority of 41 U.S.C. 253 ( c)(1) only one responsible source. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The task required for this contract consist of the following: 1.Development of a stream channel guidance document and tools for evaluating channel restoration projects 2. Implementing three (3) one or two day training sessions on natural channel process and design at NOAA regional offices, ideally one each in Oregon, Washington and California. Training includes lecture on natural channel dynamics and processes, review criteria, tools instruction and project overview exercises. The proposed project includes fundamental elements of natural channel design, review tools and the development of training, and or short course on natural channel process and design for NOAA managers. The project also includes linking project implementation to ongoing efforts within Interior Columbia Basin. The contractor is a preeminent restoration guidance specialist that has all the knowledge, skills and experience developing guidance for evaluating channel restoration and reconstructions projects in the Pacific Northwest. The government intends to negotiate a firm fixed price contract with a period of performance anticipated to commence Aug 1, 2007 and end on Sept 30, 2008. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
