Description
This is a Source Sought Notice to determine the availability of any small businesses that can provide the following services. 1. The contractor shall have expertise and capability to provide a ?Needs Assessment Evaluation of NIH Child Care Program? consisting of four licensed child care centers servicing approximately 600 children with the goal of supporting biomedical research by providing effective, reliable, and efficient child care services to employees. The contractor shall have organizational behavior, industrial and organizational psychology, human resources, business management or related field expertise, and shall have the capability to perform some of the tasks concurrently. 2. The contractor shall have 5 years or more experience providing program evaluation services. 3. The contractor shall have knowledge of the National Institutes of Health (NIH) organizations and programs and experience in the evaluation of Federal programs. 4. The contractor shall furnish independently, and not as an agent of the Government, all necessary labor, materials, supplies, and service space (except as otherwise specified herein) and perform the work set forth in these specifications. The contractor shall provide a Final Report with an exceptional, accurate, and complete needs assessment based on the project guidelines and timeframes. 5. The contractor shall design and conduct ?needs evaluation? using the methodology agreed to by the NIH Project Officer. The contractor shall use all necessary methods to ensure that tasks and queries listed in these specifications are answered completely and comprehensively in a full written final report. 6. The contractor shall submit a proposed implementation plan for the evaluation based on the information provided in these specifications. The due date for the implementation plan shall be established by the NIH Project Officer. 7. The contractor shall collect and analyze, in a written report, existing NIH census data dating back to 1999. The data shall include NIH Child Care data, budget, surveys, reports and information provided by the agency to determine the strengths and improvement opportunities of the current NIH Child Care Services Program. The contractor?s analysis shall examine the success of the NIH Chile Care Services Program in supporting job recruitment, retention and satisfaction for all of the NIH community as they relate to child care. The contractor shall not be limited to using only NIH collected data, and any and all valid, true and verifiable data shall be acceptable for this contract. The Existing Data Report deliverable shall be due at the end of week 4 of the contract. 8. The contractor shall present an evaluation work plan including the contractor?s methodology, schedule and staffing plan in advance of conducting the evaluation, with the due date set by the NIH Project Officer. 9. The contractor shall provide written weekly progress agendas for weekly meetings with the NIH Project Officer, and the contractor shall provide written Monthly Progress Reports for the NIH Project Officer. The Monthly Progress Report deliverable shall be due at the end of each month. 10. The contractor shall identify stakeholders that assess the value of the NIH Child Care Centers and services for the recruitment, retention and effectiveness of the NIH workforce and prepare a ?Stakeholders? Return on Investment? report based on acceptable standards in the work/life field. The Stakeholders? Return on Investment deliverable shall be due at the end of week 6. 11. The contractor shall provide an Interim Report of Findings covering the strengths and improvement opportunities in the NIH Child Care Program. The interim report shall be based on the stakeholder interviews and the review of archival documentation and data. The contractor shall assure that the interim report can provide a building block for developing recommendations and structuring the final report. The contractor shall structure the interim report to provide feedback to the Government on stakeholder views and the contractor?s preliminary analysis of this information. The contractor shall also identify additional data required in the interim report. The Interim Report of Findings deliverable shall be due at the end of week 7. 12. The contractor shall develop a Child Care Benchmarking Matrix of minimum, 10 local Federal agencies, private industries, universities and/or colleges, approved by the NIH Project Officer, to compare, contrast and recommend best practices for the NIH based on these models. The Childcare Benchmarking Matrix deliverable shall be due at the end of week 8. 13.The contractor shall assess and illustrate the needs of stakeholders by developing appropriate revised program goals. The contractor shall make recommendations on how the NIH Child Care Program and services should be designed or modified to achieve those goals by developing a work plan (Stakeholders and Goals Work Plan) addressing the key questions and existing data. The Stakeholders and Goals Work Plan deliverable shall be due at the end of week 10. 14. The contractor shall develop a Draft Final Report to include recommendations and associated cost of all findings and conclusions. The contractor shall assure that the Draft Final Report contain findings on the strengths and improvement opportunities of the current NIH Child Care Program, identifying all stakeholders and their needs and develop appropriate program goals. The contractor shall assure that the Draft Final Report contains a written rationale for the recommended model, including the impact on the mission of the NIH as it relates to organizational efficiency and effectiveness of stakeholders. The Draft Final Report deliverable shall be due at the end off week 11. 15. The contractor shall develop a Final Report after receiving feedback from the NIH Project Officer regarding revisions to the Draft Final Report. The contractor shall assure that the Final Report contains major findings and recommendations, with associated costs. The contractor?s Final Report shall include a live briefing with a Power Point presentation and a final written report. The Final Report deliverable shall be due at the end of week 14. 16.The contractor shall meet with the NIH Project Officer and other NIH staff on a regular basis in an NIH facility throughout the duration of the project. The NIH Project Officer or his designee will provide the contractor with access to NIH files, reports and NIH database information, as appropriate. The NIH Project Officer or his designee, will also provide, during these meetings, review and comments on the various documents prepared by the contractor. 17.The contractor shall provide all deliverables in a standard format to consist of an original and two hard copies of each deliverable, along with a copy on a PC-Compatible disk (Microsoft Word format). The contractor shall submit all deliverables to the NIH Project Officer and one hard copy to the NIH Contracting Officer. 18.The contractor shall use descriptive statistics (means, medians, and possible deviations) in analyzing the results of the electronic customer satisfaction survey, waitlist data, and the parenting list serve on child care services. 19.The contractor shall use descriptive statistics to tabulate and present quantitative data on resources used by the services, such as staff, costs, space and utilization. 20.The contractor shall use descriptive and analytical statistics to tabulate and present quantitative data and their trends over time on the volume of services needed based on employment trends such as younger workforce, NIH census, pay grades and locale. 21.The contractor shall use descriptive analysis to analyze data from stakeholders? surveys, documentation review, and benchmarking visits. 22.The contractor shall be enjoined against unauthorized release of the fact findings and written materials from this contract without the expressed, written authorization of the Contracting Officer. 23.The period of performance shall commence with awarding of the contract and continue for 14 weeks. The North American Industrial Classification System (NAICS) code is 541611. Small Business may identify their capabilities by responding to this notice. This is a sources sought and not a request for proposals. Information furnished shall include enough detail information to allow the government to perform a proper evaluation. Respondents will not be notified of the evaluation results. Responses by Facsimile (Fax) will not be accepted. All vendors/prospective contractors must be registered with the Central Contractor?s Registration (www.ccr.gov).
