Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and FAR 13.5, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSCG23-07-J-PBF006 and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-17. The associated North American Industrial Classification System (NAICS) code for this procurement is 611519 with a small business size standard of $6,500,000. There is no set aside. The deadline for submitting proposals is: Monday, July 19, 2007 at 2:00 PM EST. The U.S. Coast Guard (USCG) requires a Contractor to provide a training course on Engine Maintenance on the T56 A15 Engine utilized on the HC130H aircraft according to the attached Statement of Work (SOW). The USCG intends to award one firm-fixed-price contract with four option years resulting from this competition. The estimated contract period of performance is as follows: Base Year: 10/1/2007 through 9/30/2008 Option Year 1: 10/1/2008 through 9/30/2009 Option Year 2: 10/1/2009 through 9/30/2010 Option Year 3: 10/1/2010 through 9/30/2011 Option Year 4: 10/1/2011 through 9/30/2012 Primary place of performance will be at the Contractors site. Class will be two weeks in length with approximately 5 students per class. Class dates will be provided upon the exercise of each option period, but for planning purposes, the Coast Guard anticipates 3 classes offered during December, February and March of each performance period. Students completing the course shall be able to demonstrate the knowledge and skills described in Section 3.1 through 3.6 of the SOW. The SOW is available by amendment. Per Section 3.7 of the SOW, the contractor shall provide to the Contracting Officer Technical Representative (COTR), within 30 days of completion of the course, a report containing, at a minimum, a student roster, student critiques and instructor comments and observations. The selected Offeror must comply with the following commercial item terms and conditions: FAR 52.212-1, Instructions to Offerors and 52.212-3, Offeror Representations and Certifications - Commercial Items, FAR 52.212-4, Contract Terms and Conditions - Commercial Items. Offerors shall read and follow the directions given in provision 52.212-1, particularly the submission of past performance information pursuant to 52.212b10. Offerors are required to submit at least 3 relevant past performance references. Current, accurate and complete information MUST be provided for each reference which should include contract number, point of contact, phone number and email address. Offerors shall include a completed copy of the provision 52.212-3, Offeror Representations and Certifications, Commercial Items, Alt I, with their proposal. Clause 52.212-4, Contract Terms and Conditions, Commercial Items is incorporated by reference into this solicitation. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.203-6, 52.225-13, and 52.232-33. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. Offerors are required to submit on-line reps & certs (see https://orca.bpn.gov/). In accordance with 52.212-2, Evaluation, Commercial Items Jan 1999, The Government will award a contract resulting from this solicitation to the responsible offeror(s) whose offers conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Ability to provide training according to the SOW, (ii) Past Performance, (iii) Price. The first two evaluation factors are significantly more important than price. The Government will make award to the offeror whose proposal is of best value to the Government. As technical ratings (i) converge, price becomes more important. However, it is each offerors responsibility to ensure the offer is received, in total, by the Contract Specialist prior to the deadline. Questions regarding this solicitation must be submitted by email to katherine.k.west@uscg.mil no later than 2 p.m. EST on June 26, 2007. Answers will be posted by amendment to this combined synopsis/solicitation. It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accounting Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the Coast Guard as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe that a Coast Guard procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the Coast Guard Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protesters concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agencys goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth at FAR 33.103(d)(2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e).
