- South PBC Synopsis POC: Mr Thomas Flagmeier, Contracting Officer, (210) 536-4517, Tom.Flagmeier@brooks.af.mil; Mary Ellen Laick, Contract Specialist, (210)536-5668, MaryEllen.Laick@brooks.af.mil DESC: NAICS 562910 (Environmental Remediation Services) applies to this acquisition, with a size standard of 500 Employees. The Air Force Center for Engineering and the Environment (AFCEE), Brooks-City Base, TX desires to enter into a Performance Based Contract (PBC) for the Southern Bases. The objective of this PBC contract is to reduce the Air Force life cycle cost while maximizing the number of sites closed at Former Bergstrom AFB, Texas; Eaker AFB, Arkansas; England AFB, Louisiana; Homestead AFB, Florida; Myrtle Beach AFB, South Carolina; and Reese AFB, Texas. The Air Force prefers to maximize the number of Site Closures. If Site Closure cannot be obtained, the next preferred objective is to reduce life cycle costs through Optimized Exit Strategies. Maintaining the status quo, while acceptable, is considered the least preferred objective. The period of performance (POP) of this solicitation (including options) will be ten years with an estimated award date in first quarter FY08. Offerors are required to stay within the AF budget. The total projected ceiling for this program is $32.6M. The anticipated ceiling for the full and open award is $19.2M; and the anticipated ceiling for the Small Business set aside is $13.4M. The Status Quo rough order of magnitude (ROM) is based on the continuation of the current AF approach (e.g. status quo) on all sites for the next 10 years. The Full Site Closure Scenario is based on all sites in the Statement of Objectives (SOO) within the POP with no financial liabilities being returned to the AF. The Government plans to award two (2) contracts. The Government anticipates that one (1) contract will be awarded to a large or small business under a full and open competition and anticipates that the other contract will be awarded as a small business set-aside. The Full and Open competition will be open to both large and small business contractors and will address the restoration and site closure requirements at the former Myrtle Beach and England AFBs. The small business set aside is only open to small business and will address the requirements at the former Reese, Bergstrom, Homestead, and Eaker AFBs. Large business firms must comply with FAR 52.219-9 ?Small Business Subcontracting Plan?. The subcontracting goals/targets for the South PBC contract are as follows: Small Business 28% of total awarded or obligated dollars Small Disadvantaged Business 5% of total subcontracted dollars Woman Owned Business 5% of total subcontracted dollars HUBZone Small Business 3% of total subcontracted dollars Service Disabled Veteran Owned Small Business 3% of total subcontracted dollars Veteran Owned Small Business 3% of total subcontracted dollars Personal visits to discuss this announcement WILL NOT BE SCHEDULED.
