- Potential vendors shall acknowledge receipt of amendment 01 to this office either separately or as part of its quote submittals package in response to this solicitation. ---- 18 June 2007 ---- Questions & Answers ---- 1. On page 4 of the RFP, Item No 0002 refers to Quantity 2, Unit Each. The text states that we should estimate 4 additional sessions. Which do we bid: 2 sessions or 4 sessions?.... Answer: Quote for 2 sessions.---- 2. On page 4 of the RFP, Item No 0003 refers to Quantity 4, Unit Each. Th e text states that we should estimate 8 additional sessions. Which do we bid: 4 sessions or 8 sessions?.... Answer: Quote for 4 sessions.---- 3. If the Government decides to provide certification training, how many days is the training and where will it be provided?.... Answer: See paragraph 5.2.2.2.---- ___5. Has this type of instruction been performed at Fort Riley?.... Answer: Yes---- 6. If yes, who is the incumbent?.... Answer: There is no incumbent contractor. The instruction is currently provided by Soldiers and other military personnel.---- 7. If yes, how long has COIN been instructed?.... Answer: At Fort Riley, since approximately the Feb/Mar 2006 timeframe. For the Army, that information is unknown to this office.---- 8. Paragraph 5.2.1. States fu lltime position is a normal 6 day work week, 8 hours per day. Because CSM employs Instructors as Wage Determined, IAW with Department of Labor (DOL), his will create an overtime (OT) situation (8hrs OT per week). Is overtime authorized on this contract or..... Answer: The determination of if your proposed positions are exempt or not-exempt are beyond the scope of this office. The potential contractor is free to select the solution set they think is the best answer to Governments stated requirements and that is within the laws, regulations, policies, and decisions of applicable local, state, and federal entities. Paragraph 53(C)1. of the instructions applies. It is Governments intent to pay one monthly firm fixed-price for the Lead Instructor.---- 9. Par agraph 5.2.2.2. Does this include initial Instructors?.... Answer: This paragraph is Governments alternate strategy that is only applicable upon convincing evidence being provided by the contractor that it is unable to fill vacancies with instructors who are COIN certified.---- 10. Paragraph 5.8 Contractor responsibility provide copies of study and reading materials, and Government responsibility supply handouts. Are these the same or not?.... Answer: The Government will supply (make available to the c ontractor) handout materials that can range from electronic digital masters that must be reproduced, to preprinted pamphlets. The Government will also supply the materials and provide access to Government owned equipment for reproduction and assembly of ha ndouts when required for class purposes. See Paragraph 5.8. The contractor shall provide the coordination and contribute personnel assets to the manpower needed to reproduce and assemble the handout materials for class use. The contractor shall then distr ibute the materials to the students as needed. NOTE: Paper, copiers, computer printers, and any other office supplies or equipment that are for the contractors own internal business practices are the responsibility of the contractor to provide. Access to Government supplies and equipment for class use is solely authorized at the discretion of the Government TPOC.---- 11. Paragraph 5.8 If not the same will the Government authorize the Contractor access to printer/copier for their use to create copies of stu dy and reading materials?.... Answer: See Answer 6.---- 12. Paragraph 5.9.1 Does the Contractor need to provide computers to students?.... Answer: No---- 13. Paragraph 5.10. In order to determine the quantity of Projectors/Proximas needed, how many classr ooms will be utilized simultaneously and any given time?.... Answer: See paragraph 6.2.---- 14. Paragraph 6.2. If COIN instruction is to be taught by the Contra ctor in austere environment, will an electrical source to operate computer/projector/proxima be provided by the Government?.... Answer: No, but it actually depends on the available environment provided.---- 15. Paragraph 6.3. Does the COIN training package include the complete POI/reading material?....Answer: Yes---- 16. Paragraph 16. Does this apply to Privately Owned Vehicles (POV)?.... Answer: Paragraph 16 applies to all vehicles that are contractor owned or used directly in performance of the contract. Employee vehicles not used directly in performance are excluded.---- 17. The number of instructors will be depended on the class load. What will be the overall student load per cycle?.... Answer: The prospective quoter must make its own determination fro m the provided sample schedule execution matrix and other information.
