Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: The Arc Range consists of a 60-ft diameter turntable and a 75-ft radius semic ircular arch. Both the turntable and arch operate using 5-hp DC electric motors and use synchros for position feedback. Deliver, install and successfully test at the Arc Range of the EPG Antenna Test Facility the following hardware and software: Two (2)each, Positioner Controllers, one for installation and one as a spare. The controllers must have capabilities that meet o r exceed those of the Orbit/FR AL-4806-3C positioner controller. In particular, the positioner controller must have software drivers allowing control by Orbit/FR 959 Spectrum Antenna Measurement software over GPIB or Ethernet. The drivers must allow 959 Sp ectrum to collect data while one axis is in continuous motion. The controller must be able to control both the turntable and arch motors, one at a time. Include an operator's manual and programming reference documentation; Two (2) each, Power Amplifier Uni ts, one for installation and one as a spare. The unit must provide power to both the turntable and arch motors, and accept position feedback information from synchros at both axes. The unit should have capabilities that meet or exceed those of the Orbit/FR AL-4106-2. When mounted, the unit will be approximately 30 feet from the turntable motor, 100 feet from the turntable synchro, 50 feet from the arch motor and synchro, and 150 feet from the positioner controller. An operator's manual and, if applicable, p rogramming reference documentation must be included; Two (2) each, hand-held controller units that allow control of both axes at distances of at least 150 feet; Two (2) each, emergency stop buttons, one mounted indoors near the Positioner Controller and on e mounted outdoors near the arch motor, that will immediately stop motion of both the turntable and arch; All cabling required to connect the Power Amplifier Unit to the Positioner Controller, the motors, the synchros, limit switches on the arch, emergency stop buttons, and the hand-held controller; All electrical wiring and junction boxes required for control and for connections to existing AC power; All software, drivers, and hardware required to allow control by existing 959 Spectrum software; At least t hree years of on-site service and calibration support. The synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. This is a full and open competition acquisition. The NAICS code is 334119. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. All Electronic and Information Technology will be Section 508 of the Rehabilitation Act of 1973 compliant. The following FAR provision 52.212-1, Instructio n to Offerors Commercial items, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above). Offerors shall include a completed copy of FAR provision 52.212-3,Offeror Repres entations and Certifications Commercial Items, and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes with its offer. FAR clauses 52.212-4, Contract Terms and Conditions Com mercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition. FAR clause 52.219-8, Utilization of Small Business Concerns apply. The government reserves the right t o select for award, all, some, or none of the proposals received in response to this announcement.
