Description
The U.S. Fish and Wildlife Service, Region 7, intends to award a sole source procurement to Western Ecosystems Technology, Inc., to perform consultation, statistical analysis, modeling population data, and report writing regarding Chukchi/Bering Seas polar bear populations. The work involves using models for changing sea ice conditions and the potential effects of global warming on design of line transect monitoring procedures for estimation of the abundance and distribution of polar bear, a species that is under consideration for listing under the Endangered Species Act. Additional intensive computer simulation analyses are required to investigate the statistical properties and logistical constraints of a line transect aerial survey for polar bears for the Chukchi/Bering Seas population. This simulation will aid in determining necessary sample sizes (number of transects) and survey stratification necessary for obtaining a population estimate with a desired level of precision (cv ? 20%) necessary for management actions in the event of changing sea ice conditions. A final report summarizing the methods and results of the simulation analysis will be written and if the simulation indicate an aerial survey for polar bears is a viable and cost-effective option under varying sea ice conditions, a final study plan will be included in the report which will describe recommended methods for incorporating predictive maps from a resource (i.e., sea ice) selection function into survey planning and design, a final survey design, and detailed statistical methods for development of a population estimate. This notice of intent is not a request for competitive proposals and the Government does not intend to accept proposals received. Award will be made 15 calendar days after publication of this notice.
