Description
Specific Requirements: The contractor conducting the study will evaluate the existing television production areas and develop a comprehensive HDTV conversion plan. The study will include but not be limited to providing the following information: a. Survey the existing video production equipment and provide a comprehensive review of system design goals, and performance expectations for a High Definition video production facility. b. State the applicable conversion standard goals that must be met in order to meet digital standards and support current system acquisition and duplication. Complete system planning will include all elements of current system transferred to an HD platform this includes how material is acquired, edited and delivered in High Definition. c. Provide high level conceptual drawings that include key components and signal flow diagrams. d. Diagrams provided in study will illustrate system operation, functional capabilities, equipment and components, critical network parameters. e. Analyze the future workflow process to include complete system networking and integration with current and future formats. f. Assess conversion goals to maximize the video production quality level. State a plan of action that is within the means of the Audiovisual Production Department to obtain these goals. g. Assess possible technology solutions that will increase workflow efficiency. h. Discuss plan for transition and training in the Audiovisual Production Department. i. Assess current and future technical and operational standards and requirements. j. Generate a master equipment list and system budget cost to include planned purchase of new equipment. k. Review design criteria and workflow solutions based on anticipated production levels. l. Provide project schedule timelines which identify planning, design, implementation, testing, training and transitional milestones. The study shall have an executive summary, separate chapters for introduction, definitions, responsible personnel, video acquisition procedures, editing, duplication and distribution. The appendix will be page numbered with a table of contents for the appendix. THIS REQUEST WILL BE ISSUED AS COMBINED SYNOPSIS/SOLICITATION. A FORMAL OR WRITTEN SOLICITATION WILL NOT BE ISSUED.
