Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this sources sought notice is to identify potential offerors for Mangrove Clearing at Various Locations on Oahu, Hawaii. The Contractor shall work together with the Government to clear mangrove at various locations, Pearl Harbor, Oahu, Hawaii, by means of a firm fixed-price contract. Work shall be performed in accordance with acceptable horticultural practices and industry standards and methods. Work shall also be performed in a manner not requiring permits from the U.S. Army Corps of Engineers for the Clean Water Act and Rivers and Harbors Act. The Government will grind, haul and dispose of the green waste generated by the mangrove clearing work. The Government will also haul and dispose of refuse exposed by the clearing work. The Contractor shall: (1) Cut mangrove on firm ground down to existing ground level without disturbing the ground. Cut mangrove in water down to a uniform height between mean lower low water (MLLW), based on tidal datum on local tide table, and six inches above MLLW. Cut mangrove without pulling of the roots and disturbing the sediments. Minimize disturbance and generation of sediment turbidity. The Contractor may clear trees and vegetation other than mangrove if it is more efficient and cost effective to do so in order to clear the mangrove. (2) Remove and segregate green waste generated by and refuse exposed by the clearing work immediately after the cutting work and load onto Government trailer truck or stockpile in area adjacent to and in close proximity of the respective project area as and where designated by the Government. (3) Furnish a tub grinder with operator for grinding of the green waste generated by the mangrove clearing work. Mobilize the tub grinder to the various clearing sites to facilitate the grinding work at the respective site. (4) Not discharge any material into navigable water (e.g., harbor, streams). All debris generated by the clearing work shall be contained within the project areas and shall be removed immediately. (5) Do all stockpiling on shores in a manner that does not cause material to runoff into navigable water (e.g., harbor, streams). (6) Use mechanized equipment (if used) from the shore. The equipment may not enter navigable waters (e.g., harbor, streams). The equipment may tread over the uncut mangroves for greater reach as long as the cut mangrove and debris are removed immediately thereafter. Workers may walk onto the mudflats or tidal areas to cut mangroves by hand or with chainsaws. The NAICS Code for this procurement is 561730 and the annual size standard is $6.5 million. Interested sources capable of providing the required services must respond by e-mail to sandy.sekiguchi@navy.mil no later than June 27, 2007. Interested sources shall indicate that they are capable of providing the required services, including the tub grinder, and must indicate their size status (i.e., small business, 8(a), HUBZone, service disabled veteran owned small business (SDVOSB)). No other information is required at this time. Based upon the responses received, the Government will determine the set-aside method for the procurement. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on responses to this notice. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP.
