- ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT ARCHITECT/ENGINEER QUALIFICATIONS, STANDARD FORM 330, IS CONTAINED HEREIN. THERE IS NO SEPARATE RFP PACKAGE TO DOWNLOAD. This requirement is for architectural, civil, structural, mechanical, and electrical engineering and design services at the Naval Submarine Base New London, Groton, CT. The work shall include but not be limited to the preparation of plans, specifications, cost estimates, feasibility studies, economic analyses, project documentation, surveying, tests, evaluations, and/or post construction award services (PCAS - shop drawing review/approval, consultation, construction inspection, and the preparation of record drawings). PCAS to be exercised within 18 months of the completion of the final design. The specifications are to be prepared using the latest versions of SPECSINTACT and AutoCAD software. The initial project will be identified at a later date. Significant Evaluation Factors in Order of Importance: 1. SPECIALIZED EXPERIENCE. Recent architectural, civil, structural, mechanical, and electrical experience in the design of renovations and additions to office buildings, dormitories, training facilities, classrooms and medical facilities; demolition, roofing, power plant systems and equipment, HVAC, pining and electrical systems in buildings and exterior distribution, and environmental engineering including asbestos/lead abatement. 2. PROFESSIONAL QUALIFICATIONS. Technical competence by discipline (education, registration, and experience) of the staff and any consultants to be assigned to this contract. 3. CAPACITY. Capacity of the assigned team to accomplish multiple projects simultaneously within the required time constraints to include the present workload. 4. PAST PERFORMANCE. Past performance with respect to quality of work, compliance with performance schedules and cost control effectiveness, with emphasis on Department of Defense (DOD) work. 5. LOCATION. Location of the firm in the geographical area of the project and knowledge of the locality of the project, provided there is an adequate number of qualified firms for consideration. 6. SUSTAINABLE DESIGN. Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. 7. VOLUME. Volume of work previously awarded to the firm by DOD within the past twelve (12) months. The resultant indefinite quantity contract will cover a base period and four option year periods to be exercised at the discretion of the Government subject to workload and satisfactory work performance. The total value of the contract shall not exceed $5,000,000 for the entire contract term. The minimum guarantee for the entire contract term is $25,000. This is a Small Business set-aside. The NAICS is 541330 and size standard is $4,000,000. Large businesses will not be considered. A/E firms that meet the requirements described in this announcement are invited to submit a completed SF330 to FEAD, PWD New London, Naval Submarine Base New London, Groton, CT 06349-5026. Firms responding by 23 July 2007 will be considered for selection. Respondents may supplement this proposal with graphic material and photographs which best demonstrate design capabilities of the team proposed for the project. All contractors are advised that registration in the DOD Central Contractor Registration (CCR) database is required prior to award of a government contract. The website is http://www.ccr.gov.
