- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. The Government intends to procure Valve Regulated Lead Acid (VRLA) main storage submarine batteries and spare cells for six Los Angeles class submarines and two Ohio class submarines. The batteries shall be manufactured in accordance with specifications for Valve Regulated Lead-Acid, Main Storage Submarine Battery Cells, Classification Type B and Type C. The specifications are in the process of final approval and being assigned a number. The required delivery date for the first Los Angeles class battery is currently planned for June 2008 and the required delivery date for the first Ohio class battery is planned for July 2008. This will be a firm fixed price contract. Shipment of the batteries shall be FOB origin. Inspection/acceptance shall be at origin by DCMA personnel. This procurement is not for a commercial item and FAR Part 12 procedures will not be used. See note 26. The applicable NAICS Classification is 335911 and the size standard is 500. The solicitation is expected to be issued on or about 7/5/07 and expected to close on or about 8/6/07. The Navy intends to solicit and negotiate this contract on a restricted competition basis with Exide Technologies, Aurora, IL and Enersys Energy Products, Warrensburg, MO, based on FAR 6.302-1, only limited sources capable of meeting the Government?s requirements.
