Description
The Fleet Readiness Center at the Marine Corps Air Station, Cherry Point, NC has a requirement to purchase a Dust Collection Booth. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M00146-07-T-L075 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17 and Defense Acquisition Circular 98-86. This acquisition is under the North American Industry Classification System code 333298, with a small business size standard of 500 employees. This requirement is for a firm fixed priced contract for the following item: 1. (1) each: Cross Flow Work Station HEPA Dust Collection Booth. 2. ESSENTIAL CHARACTERISTICS: 2.1 General Description: Dust collection booth shall be a self-contained free standing self-cleaning dust booth intended to capture dust associated with the sanding of painted aluminum and composite aircraft components and have the essential characteristics listed below. 2.2 Dust collection booth shall have the following essential characteristics: a. The booth design shall be modular and compact for easy entry into building and assembly. b. The booth nominal inside width x depth x height shall be 240 inches (W) x 110 inches (D) x 96 inches (H). c. The booth nominal outside depth shall be 160 inches. d. The booth shall have hard walls with acoustical sound abatement material. e. Metal surfaces shall be adequately coated to prevent corrosion. f. In accordance with OSHA 29CFR Part 1910.94(b)(5)(iv), the average booth capture velocity shall be designed and constructed to maintain not less than 200 feet per minute with the filters loaded at maximum allowable differential pressures. These maximum allowable differential pressures shall be clearly marked and labeled on the differential pressure gauges. g. The primary filter shall have an efficiency of 99.999% on 0.5 micron particulate. h. The booth shall be equipped with a HEPA filter with filtration efficiency of 99.97% or higher on 0.3 micron particles. The booth shall have a differential pressure switch on the HEPA after filter to indicate filter rupture and high pressure. i. All filters shall have differential pressure gauges at 0.1 inches w.c. increments with clearly marked normal and maximum operating limits. j. The booth primary filter pulse cleaning shall be a manual control allowing the operator to pulse the filter system at their convenience. The manual pulse mode is utilized to eliminate direct worker exposure to pulse noise while dust is kept in the booth. Dust shall not back flow into the booth during the cleaning cycle. k. Filter cover louver doors shall be installed on the booth to protect the filters from any incidental impacts. l. The booth shall recirculate the filtered air to the space. m. Fan shall be of spark resistant construction design. n. The booth shall not generate noise in excess of 84 db at 3 feet from source of noise. o. The booth shall be constructed in accordance with NFPA 13 to accommodate 2 sprinkler heads. p. The booth shall operate utilizing 70-90 pounds per square inch compressed air. q. The booth shall have inside lighting at 50 foot candles at 3 feet above the finish floor. r. The booth shall utilize 480V but can be converted to 208V, 60 Hz, 3-phase electrical power. s. Electrical enclosures and disconnect(s) shall be NEMA 1. 3. ACCEPTANCE TESTING: The Government will perform a Visual and Performance Test as described below. a. Visual Test: The Government will visually inspect the cross draft booth to ensure that all physical essential characteristics as described in Section 2 are met. b. Performance Test: The Government will measure the capture velocity at the face of the booth after installation is complete. The booth manufacturer shall perform modifications to the booth at no extra cost if the measured capture velocity does not meet requirements stated in Section 2 (c.). 4. EQUIPMENT MANUALS: Three sets of equipment manuals shall be provided. These manuals shall contain all required technical data including operating instructions, parts list, wiring diagrams, mechanical diagrams, lockout/tagout procedure, and maintenance instructions. The data shall include filter pressure drop. The lockout/tagout procedure shall be in accordance with 29CFR1910.147 and 1910.332. Two (2) sets of manuals shall be mailed with the equipment. The delivery requirements are FOB destination and are to be delivered to Marine Corps Air Station, Cherry Point, NC 28533. Delivery is required within 6 weeks aro or sooner. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (SEPT 2006). FAR 52.212-1 Addendum. The following addition/changes are made to FAR Provision 52.212-1, which is incorporated by reference: The following provision is hereby incorporated by reference: 52.211-14 Notice of Priority Rating For National Defense Use (SEPT 1990). FAR 52.212-3, Offer Representation and Certifications-Commercial Items (Nov 2006), Alternate I (NOV 2006). A completed copy of this provision shall be submitted with the offer. FAR 52.212-4, Contract Terms and Conditions Commercial Items (SEPT 2005). FAR 52.212-4 Addendum. The following addition/changes are made to FAR Clause 52.212-4, which is incorporated by reference: The following clause is hereby incorporated by reference: 52.211-15 Defense Priority and Allocation Requirement (MAR 2007). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAR 2007), to include the following clauses listed at paragraph 52.212-5 (b): (15) (16) (17) (18) (19) (20) (21 (27) and (32). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (APR2007), applies with the following clauses applicable for paragraph (b); (12) (17) (20)(i). Award shall be made to the lowest priced responsible offeror(s), whose offer conforms to the solicitation, and who demonstrates acceptable past performance.
