Description
Dollar magnitude of this project is $500,000 to $1,000,000. The performance time is 330 calendar days. The contractor shall provide all materials, equipment, plant, labor and supervision to perform road repair. The work includes but is not limited to: all necessary repairs due to storm damage along 1.5 miles of National Forest System Road (NFSR) 465 Hickey Fork road on the Appalachian Ranger District. Work consist of road construction, rock excavation, culvert removal and replacement, rock embankment placement and rock vain construction within the stream corridor. Contractor will be responsible for sediment and erosion control and will be responsible for traffic control for both trail and vehicular traffic along NFSR 465 and NFSR 466 corridors. Construction disturbance in the creek channel and within 25 feet of the top of the creek banks shall not occur from October 15, 2007 to April 15, 2008 to protect trout spawning. This solicitation will be will be evaluated using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value of the Government. The Government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Section M of the solicitation. A firm-fixed price contract is contemplated. This project is being considered for 100 percent set-aside for Service-Disabled Veteran Owned (SDV) concerns. If not enough interest is received from SDV small business concerns, it will then be 100 percent set-aside for HUB Zone small business concerns only. Interested SDV and HUB Zone small business concerns should indicate interest to the Contracting Officer, in writing, as early as possible but not later than 10 calendar days of this notice. As a minimum, the following information is required: (a) a copy of your letter from VA certifying your status as a SDV (if available) or a copy of the certificate issued by SBA of your qualifications as a HUB Zone; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of the recent experience in work similar in type and scope to include contract numbers, project titles, dollars amounts, and points of contacts and telephone numbers; (d) evidence of bonding capability to the maximum magnitude of the project to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested SDV or HUB Zone concerns. Failure to submit all information requested may result in a contractor not being considered as an interested SDV or HUB Zone concern. The applicable North American Industry Classification System (NAICS) code is 237310, with a small business size standard of $31,000,000 average gross annual receipts. It is anticipated the solicitation will be issued electronically on or about July 9, 2007 on Federal Business Opportunities web page at http://www.fbo.gov. Paper copies or CDs will not be available for bidding purposes. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Recommend registering immediately in order to be eligible for timely award. Contractor proposal is required to be submitted in paper form.
