- Provide all materials (including Government Furnished Material), labor, equipment and transportation required to accomplish work installing, replacing, or removing Aid-to-Navigation (ATON) structures in the Southern Puget Sound, but is not limited to, the following: (1) Gibson Pt LT 6, LLNR 17250, Replace structure; (2) Eagle Island LT 1, LLN 15270, Replace structure;(3) West Olympic Shoal LT 1, LLNR 17410, Replace structure; (4)Bud Inlet LT, LLNR 17415, Replace structure; (5) Pitt Passage North Shoal DBN 4, LLNR 17297, Replace structure; (6) Olympia Entrance LT 3, LLNR 17420, Replace structure; (7) Olympia Harbor Range Front LT, LLNR 17430, Replace structure; (8) Olympia Harbor Range Rear LT, LLNR 17435, Replace structure; (9) East Bay LT 1, LLNR 17460, Replace structure; (10) East Bay LT 2, LLNR 17465, Replace structure; (11) East Bay DBN 3, LLNR 17470, Replace structure; (12) Olympia inner Harbor Front Range LT, LLNR 17480, Replace structure; (13) Trotten Inlet DBN 1, LLNR 17415, Replace structure; and (14) Sub Cable Removal at various locations. The estimated cost of this procurement is between $500,000 to $1,000,000 (CONSTRUCTION BIDS ONLY). Performance period is 300 calendar days after receipt of Notice to Proceed. This is due to the unpredictable nature of in-water work window period. This procurement is subject to the Small Business. Competitiveness Demonstration Program and is open to large and small businesses participation. The applicable NAICS code is 237990. Small Business size standard is $31.0 million. All responsible sources may submit a bid, which will be considered. NO TELEPHONE REQUESTS WILL BE ACCEPTED. Our office no longer issues solicitations or amendments in paper form. Any amendments issued to this solicitation will be posted solely on this website. This solicitation can be downloaded from (http://www.fedbizopps.gov/) on approximately 14 July 2007. If it does not appear on that date, please check back daily. The date set for receipt of proposals is approximately 14 August 2007. This date is estimated and may change. For security reasons all Coast Guard Drawings are available through the Federal Technical Data Solution (FedTeDS) which will have a separate link on the FedBizOpps webpage identified as Technical Data Package. Offerors will need to register with FedTeDS and receive a user name and password to be able to download Coast Guard Drawings. ATTENTION: Minority, Women-Owned and Disadvantaged Business Enterprises (DBE's) The Department of Homeland Security (DHS), offers working capital financing and bonding assistance for transportation related contracts. DHS's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DHS's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000.00 with interest at the prime rate.
