Description
The Mine Safety and Health Administration is issuing this pre-solicitation notice in anticipation of releasing a request for proposals (RFP) for architectural and engineering services and the subsequent construction of a data center at the National Mine Health and Safety Academy (NMHSA) located in Beaver, WV. The NMSHA contracted for a preliminary site survey that determined the best location for the data center as an existing classroom in one wing of the Academy where classrooms are located The National Mine Health and Safety Academy (NMHSA) was constructed in the 1970?s with the intent to provide a self-contained training facility for the Agency and the mining industry, including classrooms, dormitories, auditoriums, office space and meeting rooms. Additionally, the NMHSA supports the DOL and MSHA Continuity of Operations Plans and, upon completion, the data center will be the backup network operations center for the Agency. The data center will house up to 30 equipment racks filled with computer file servers and telecommunications equipment such as routers and switches that will connect the data center to the DOL wide area network and the NMHSA local area network. The data center will support all of the NMHSA computer needs, approximately one-half of the Agency?s computer and telecommunications needs, support the MSHA continuity of operations plan, and augment the department?s IT needs in the event of a national emergency. The room that will be used for the data center is a classroom that is approximately 750 sq. ft. sitting at the end of one wing of the main NMHSA facility. . A draft layout plan of this classroom will be provided to all attendees at the site visit to be conducted on July 18. The preliminary site survey indicates that this is a feasible location for the data center. The successful offeror will be required to provide a full set of architectural and engineering drawings with complete specifications for room construction, electrical, and data center environmental controls to satisfy, at a minimum, requirements that are industry standards for data centers. The estimated cost of this project is between one million and five million dollars ($1,000,000 - $5,000,000) The RFP requires all offerors to attend the mandatory site visit at the NMHSA on July 17-18 prior to participating in the competitive process. Vendors who do not attend the site visit will not be considered for award. Due to security constraints, MSHA will provide existing facilities blueprints; previous site survey drawings; Academy schedules; and a list of other construction constraints only to those vendors that provide a statement of intent to submit a proposal on the project after attendance at a site visit to be conducted on July 17-18, 2007 at the Academy in Beaver, WV. Vendors who receive blueprints or other documents will be required to sign non-disclosure agreements with MSHA regarding these documents. Offerors are required to respond to this pre-solicitation notice by 4pm July 2, 2007 via e-mail to register for attendance at the site visit. Offerors will not be reimbursed for any travel or lodging expenses related to the site visit. The following information must be provided for registration: -Company name; address; telephone numbers; web site; and any information on established contracts with Federal agencies. -The names of persons attending the site visit with titles and telephone numbers. - A brief summary of corporate capabilities regarding data center design and construction.
