Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Quotes (RFQ). The combined synopsis/solicitation number is W91ZLK-07-T-0568. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-12. This procurement is full and open competition. The associated North America Industry Classification System (NAICS) Code is 541512 and the Business Size Standard is $23 in millions. The con tractor shall provide the following: CLIN 0001  ACR 2000 Digital Storage Phosphor Scanning System, Model 43810A, including Screen Reader; Independent 14 inch x 51 inch Screen Eraser; Screenfeeding Tray; PC Control Computer; Interconnecting Cable Assembly; PixelRay Software; 17 inch Color Monitor; DVD/RW. BRAND NAME ONLY. NO SUBSTITUTIONS. MUST BE FULLY COMPATIBLE with L-3 Communications ACR 2000 Digital Storage Phosphor Scanning System Model 43810A already in use by end user. QUANTITY: 1, with Purchase Opt ion for two (2) additional; CLIN 0002  Integrated 20.8 inch Flat Panel 3 MegaPixel Display with Dual Monitor Video Card, with special option #684. BRAND NAME ONLY. NO SUBSTITUTIONS. MUST BE FULLY COMPATIBLE with L-3 Communications ACR 2000 Digital Storage Phosphor Scanning System Model 43810A already in use by end user. QUANTITY: 1, with Purchase Option for two (2) additional; CLIN 0003  Storage Phosphor Screen 14 inch x 51 inches. MUST BE FULLY COMPATIBLE with 14 x 51 inch Kodak Industrex Flex GP SO-170 already in use by end user. QUANTITY: 12, with Purchase Option for 24 additional; CLIN 0004  Shipping Charges/Freight, FOB DESTINATION TO US ARMY ATC, 358 Colleran Road, APG, MD 21005-5059. Acceptance shall be at destination. COMPATIBILITY WITH EXISTING INVENTORY WILL BE CONSIDERED AS AN EVALUATION FACTOR FOR BEING TECHNICALLY ACCEPTABLE. In accordance with FAR 52.212-2 Evaluation  Commercial Items (Jan 1999), the contract will be awarded to Lowest Price Technically Acceptable (LPTA). The technical evaluation will be a determination as to equality of the product and shall be based on infor mation furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the quotation. To ensure sufficient information is available, vendors are requested to provide descriptive material such as illustrations, drawings, or other information necessary for the Government to determine whether the product meets the salient characteristics of the requirement. In addition, the Government will evaluate offers for award purposes by adding the total pri ce for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s) . The Government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the Government, price and other factors considered. The following clauses will be incorporated by reference: 52.209-6, Protecting the Governments Interest When Subcontracting with contractors debarred, suspended or proposed for debarment; 52.212-4, Contract Terms and Conditions Commercial Items; 52.223-11, Ozone-Depleting Substances; 52-247-34, F.O.B. Destination. The provision at 52.212-1, Instructions to Of ferors -- Commercial, applies to this acquisition. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government. The government reserves the right to make an award without dis cussions. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items; and DFAR 252.212-7000, Offeror Representation and Certification with its offer. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.
