- The U.S. Army Research, Development and Engineering Command (RDECOM) Contracting Activity plans to solicit Battelle Memorial Institute, 505 King Avenue, Columbus, OH 43201-2693, under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements . This sole-source procurement is for the purchase of up to two hundred and ten (210) Chemical Vapor Sampler Systems (CVSS), sixty (60) training support packages, nine hundred and sixty (960) trai ning sample canisters, ninety-six (96) sample canisters and the refurbishment of ninety-six (96) existing Training Sample Canisters. The CVSS is a Component of End Item (COEI) for the Stryker Nuclear, Biological, and Chemical Reconnaissance Vehicle (NBCRV) . The projected contract type will be Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ). The period of performance is projected to be a base year and (2) one-year option periods. Note 22 applies. The proposed action is limited to one source b ecause contracting with another vendor would create unacceptable delays in fulfulling the agencys requirements. No other contractor can manufacture the hardware and conduct qualification testing in the limited available lead-time between a projected contr act award and June 2008.
