Description

Synopsis Garrison Facilities Farah Province, Afghanistan The U.S. Corps of Engineers, Afghanistan District intends to issue a Request for Proposal For construction services for the Afghan National Army (ANA) Garrison Complex site in Farah, Farah Province, Afghanistan. All contractors are invited to participate in this solicitation. Project Scope: Complete the Civil, Site, Architectural, Structural, Mechanical, and Electrical work requirements to design and construct new garrison facilities and infrastructure for a new compound in Farah, Farah Province, Afghanistan. It is the Government's intent to provide the design for some of the facilities and leave many of the designs to be completed by the contractors designer. Responsibility to identify these design and design details are that of the contractor and not the Government under the Design/Build concept. The contractor shall perform work that consists of site security, force protection measures, topographic survey, installation master planning, site demolition (as required), grading, design and construction of new buildings, construction of prime power plant and electrical distribution system, construction of a sanitary sewer collection system (No holding tanks allowed), waste water treatment, solid waste transfer points, development of a raw water source (i.e. ground source water wells), installation of water well pumps, potable water booster pumps and associated controls, installation water distribution system, construction of water storage tanks. Design and construct a paved road network inside of the compound, POV and military vehicle parking areas. The contractor shall perform a geotechnical investigation for the building foundations. These facilities shall be designed and construct in accordance with current American or European or other equivalent standards as determined by the Government, building codes, safety and security standards and applicable local requirements. Oversight of the Engineer/QAR will be coordinated with the closest AED Resident office. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 236220. The contractor shall furnish his own labor, materials and equipment to accomplish the requirements. The estimated value of the contract is between $25,000,000.00 and $100,000,000.00. The total schedule for completing the entire work is 240 calendar days after receipt of notice to proceed. The proposed contract will be awarded using best value. Solicitation Number W917PM-07-R-88 will be available on or about 7 July 2007. Interested parties are advised to submit their proposal 30 days after issuance of the RFP which will be 6 August 2007.
