- The Government intends to raise the dollar threshold and extend contract term an additional six (6) months under contract W912DR-04-D-0017. The contract is an Indefinite Delivery-Type (Master Planning and Engineering Services) Contract for the US Ar my, Corps of Engineers, Baltimore District, but may be used throughout the North Atlantic Division. The contract was awarded to John Gallup & Associates, LLC, September 13, 2004 for one base period of $1,000,000.00 and two option periods of $1,000,000.00. Under this contract, the majority of the delivery orders issued have been in support of Fort Detrick, MD. The delivery orders were primarily for infrastructure studies, GIS sustainment and 1391front page programming documents in support of the expansio n of the National Interagency Biodefense Campus (NIBC) and US Army Medical Research Institute of Infectious Diseases (USAMARIID). Fort Detrick has requested that four of the DD 1391 projects be developed into full 1391s, additional infrastructure studies and a utility rate study be undertaken this fiscal year, in addition to projects for storm water treatment and water treatment plant improvements. The AE is familiar with the both the storm drainage and water supply systems. The end of FY 07, the User is expected to require a number of installation Master Planning efforts, which include multiple delivery orders, this additional work will require increase of the contract value of over $3,000,000.00 but under $3,500,000.00. John Gallup & Associates, LLC has been performing the work and has the credentials for the continuation of the ongoing effort. The AEs level of knowledge of the existing facility and their level of clearance in the area of concern is expressly unique, as is the nature of the work being performed. Therefore, the Baltimore District is intending to issue a modification to the contract to increase the contract value from $3,000,000.00 to $3,500,000.00 and to extend its contract term an additional six months.
