- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Previous action W9115U-07-T-0033 should not have been coded as a Presolicitation Notice. This is a combined synopsis/solicitation for commercial items prepared in accordance with the fo rmat in Subpart 12.6 as supplemented with additional information included in this notice. This solicitation serves as a Request For Quotations for meals in the Dugway, Utah area. This solicitation document and incorporated provisions and clauses that are i n effect through Federal Acquisition Circular 2005-12. The North American Industry Classification System (NAICS) code applicable to this acquisition is 722330, with a small business size standard of $6.5 million. The Government intends to issue a purchase order on a sole basis to Dugway Proving Ground Community Club to provide meals for soldiers located at Dugway, Utah 84022. This purchase order is to provide a hot Breakfast meal and hot Dinner meal for 80 personnel from 19 July to 3 August 2007; 50 person nel from 23 August 5 October 2007; Breakfast -19 - 20 Jul, 23 Jul 3 Aug 2007 Dinner 19 - 20 Jul, 23 Jul 3 Aug 2007 Breakfast -23-24 Aug, 3-7 Sep, 10-14 Sep, 17-21 Sep, 24-28 Sep and 1-5 Oct 2007. Dinner 23-24 Aug, 3-7 Sep, 10-14 Sep, 17-21 Sep, 24-28 Sep and 1-5 Oct 2007 Breakfast meal shall consist of one (1) meat item (example - bacon, ham), eggs (example - scrambled, omelet), hot and cold beverage (example - coffee, juice) and a fruit. Dinner meal shall consist of one (1) meat item (example - pork chop, chicken breast, or roast beef), one (1) starch (example - potatoes or rice), a vegetable, a desert and choice of cold beverage (example - Gatorade, punch, and bottled water). Deliver the meals in a manner that will maintain the foods temperature, hot foods should be ke pt hot (140F or higher) for no longer than two (2) hours, and cold foods should be kept cold (40F or lower). Meals are to be delivered to Ditto Diner on Dugway. Food must be transported using Mermites containers or equivalent to maintain temperature to t he actual meal site. Any vendor who would like to submit a bid who feels they can provide comparable meals on Dugway at the times and location to be identified by the Government for the same or lower price (include costs for disposable plates, cups, eatin g utensils, condiments, etc.) at Dugway Installation Morale Welfare Recreation Fund, Community Activities. The Government reserves the right to shift dates and/or cancel completely at no additional cost to the Government. The Government reserves the righ t to cancel if meals are unsatisfactory at no additional cost to the Government. The Government reserves the right to award to other than the lowest price if determined to be the best value to the Government. The Government contemplates award of a Firm Fix ed Price Purchase Order resulting from this solicitation. The following clauses & provisions are incorporated and will remain in full effect in any resultant award. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders Commercial Items, applies to th is acquisition and is incorporated in full text with the following clauses in paragraph (b) and (c) checked a s applicable: 52.203-6; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.232-33.
