- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation, number N00178-07-R-3046 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17 effective 14 June 2007 and Class Deviation 2005-o0001. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure on an ALL OR NONE basis, CLIN 0001: four (4) 11000 W (2 x 5500W) Ytterbium Fiber Lasers, YLR-5500x2-NV; CLIN 0002: four (4) Chiller, Riedel, PC250.01-NZ-DIS; CLIN 0003: eight (8) Coll. Unit, Opto. d50 f120 QB (P45-000585); and CLIN 0004: installation and on site training for 1 day. The NSWCDD intends to procure these items on a sole source basis from IPG Photonics Corporation, 50 Old Webster Road; Oxford, MA 01540. There is a minimum output power that the lasers must produce. Extensive market research was done, and IPG Photonics was the only company found that can produce the required output power with the maximum allowable lasers. The system of lasers must meet the following minimum specifications: 1) Total Laser Power: 40,000 to 50,000 Watts; 2) Individual Laser beam Quality: M2<10; 3) Since a sys tem of fiber lasers must be combined to meet the performance criteria, it is required that the total power output be achievable with a set of 10 or less laser units. 4) Laser type: Fiber; 5) Temporal Format: CW; 6) Polarization: Random; 7) Nominal Output: 5400 Watts (Minimum), 5500 Watts (Typical Value), Pnom (Symbol); 8) Emission Wavelength: 1065 Nanometers (Minimum), 1080 Nanometers (Maximum), Pout=5500W (Test Conditions); 9) Beam Parameter Product: 2.2 millimeter/milliradians (Typical Value), 2.5 millimeter/milliradians (Maximum Value), BPP (Symbol); 10) M-squared 6.45 (Typical Value), 7.3 (Maximum), M2 (Symbol); 11) Switching On/Off Time: Pout = 5500W (Test Conditions), 80 Microseconds (Typical Value), 100 Microseconds (Maximum); 12) Output Power Modulation rate: Pout = 5500W (Test Conditions), 5 Kilohertz (Maximum); 13) Output Power Stability: Over 8 hrs, Temp Water = Constant (Test Conditions), 1% (Typical Value), 2% (Maximum); 14) Output Fiber Core Diameter: 50 Microns (Typical Value); 15) Fiber Numerical Aperture: 0.2, NA (Sy mbol); 16) Fiber Length: 10 meter (Typical Value), L (Symbol); 17) Fiber Cable Bend Radius: R (Symbol), Unstressed: 200 Millimeter (Minimum), Stressed: 100 Millimeter (Minimum); 18) Aiming Laser Wavelength: 640 Nanometer (Minimum), 680 Nanometer (Maximum); 19) Aiming Laser Output Power: 4 Milliwatt (Minimum), 5 Milliwatt (Maximum); 20) Main power switch/breaker to be located on front panel; 21) 40 kW chiller?Cool Laser and Optics; 22) Laser Cabinet and Chiller to have Caster wheels?Wheels tall enough to access with forklift; 23) Acceptance testing to be completed at contractor?s facility and NSWCDD; 24) Analog control of each output fiber; 25) Software (LaserNet) included; 26)Individual Fiber Shutoff The NAICS Code is 335999 and a business size of 500. The FSC Code is 6032. Interested vendors must be able to demonstrate, in writing, their capability to provide an item that meets the above minimum specifications/characteristics. Maximum acceptable delivery time of first unit is 30 September 2007. Maximum acceptable delivery time of final unit is 4 January 2008. Provide an estimated delivery time or lead time on the proposal (how many days, weeks, etc.) The order shall be a firm-fixed price contract. Pricing will be FOB DESTINATION to the Naval Surface Warfare Center, Dahlgren, Virginia. Therefore the proposal must include all applicable shipping charges. PROVISIONS/CLAUSES. The combined synopsis/solicitation incorporates, by reference, Federal Acquisition Regulations (FAR) and Department of Defense Federal Acquisition Regulations (DFAR) provisions and clauses as follows: FAR 52.212-1 Instructions to Offeror ? Commercial Items; FAR 52.212-3 Offeror Representation s and Certifications ? Commercial Items. The contract will include a clause prohibiting employment of any active-duty U.S. Government military or civilian personnel without prior written approval of the Contracting Officer as well as FAR 52.212-4 Contract Terms and Conditions ? Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (with selection of elements as required by FAR prescription); DFAR 252.212-7000 Offeror Representations and Certifications ? Commercial Items; DFAR 252.212-7001 Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial items (with selection of elements as required by DFAR prescription.)
