Description
NASA/ARC has a requirement for technical, programmatic and high performance expertise in applied systems engineering in order to successfully execute existing and potential NASA projects. The contractor shall provide the following: 1. A 4-day Applied Systems Engineering workshop for The Ames Project Excellence (APEX) Development Program. This workshop will be provided as follow-on to the applied systems engineering workshop provided in FY06. The workshop shall be provided for a maximum of 30 Ames employees. The Applied Systems Engineering workshop shall address key end-to-end systems engineering processes that include but is not limited to concept development, concept synthesis, defining requirements; incremental and concurrent processes; process loops for iteration and the technical and management aspects of systems engineering. The workshop shall be designed to provide participants with a practical opportunity to practice the skills by designing and interoperating robots. 2. 20 hours of expert technical assistance and consultation focused on software project management and systems engineering (appropriate for and relevant to NASA flight programs and projects). This assistance may include providing a hands-on forums for software project managers and systems engineers and providing individual expert consultation for Ames software projects and practitioners. The contractor must meet the following requirements 1. A minimum of 10 years of experience as a leader and participant in The International Council on Systems Engineering. 2. An existing, interactive Applied Systems Engineering workshop that involves participants in the design and interoperability of robots. 3. An existing Applied Systems Engineering workshop appropriate for both project managers and systems engineers. 4. Previous positive performance experience in providing an Applied Systems Engineering workshop (per specifications of # 2) to civil servant employees at NASA Ames Research Center. 5. Expertise in software development, software project management and systems engineering validated and recognized by The International Council On Systems Engineering (INCOSE) Center for Excellence. 6. Ability to start on or before September 2007. NASA/ARC intends to purchase the items from Honourcode, Inc. of 3008 Ashbury Lane, Cantonment, FL 32533-6641. NASA/ARC intends to purchase items from Honourcode, Inc. as the contractor is familiar with work done in Phase I in order to provide the completion of this ongoing project. Moreover, the contractor provides existing applied systems engineering workshop that is interactive in the design and interoperability of robots used at NASA/ARC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 27, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
