Description
NASA is contemplating entering into an agreement to provide food service to employees in the space known as The Columbia Caf?, Monday through Friday, from approximately 7:00 am until 2:00 pm (or later), excluding federal holidays. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. The Columbia Caf? is a space of approximately 1800 square feet on the ninth floor of the NASA Headquarters building. This includes the kitchen area (approximately 600 square feet, which includes food storage, refrigeration and dish-washing equipment). (Plan attached) The purpose of this sources sought synopsis is to identify any potential entities that could provide this service. The vendor would provide food service for employees, with optional eat-in or take-out format, to include breakfast and lunch selections, grab-and-go snacks, and hot and cold beverage service. Items may include cereals, eggs, breads, soup, salads, specialty sandwiches, fruit, etc. The format shall not include selling food by weight. Other suggestions will be entertained. Potential for occasional light catering for NASA sponsored special events with supporting personnel and supplies are acceptable but not required. The vendor is encouraged to promote the nutritional and health values such as high fiber, reduced fat/cholesterol, and reduced calories where possible. All applicable building, health, sanitary and other regulation and laws shall be observed. The vendor shall staff the operation with suitable personnel, trained and certified in the food service industry. Reasonable care shall be exercised in the use of space and Government owned equipment. Access to the facility is restricted and proposed personnel must pass a security clearance. NASA will only consider business models/strategy/plan that are self-sustaining and have the financial resources to sustain this operation. In return, NASA will provide the space, known as 9G41, the Dining Room, 9J39, the storage, production and office to support and manage the operation, pay all utilities and janitorial costs associated with the operation of the food service, provide kitchen equipment, maintenance and repair of the inventoried equipment as listed on the attached sheet. All information contained on the attained inventory list is deemed reliable but not guaranteed. NASA is seeking interested vendors with specialized capabilities to meet all the above requirements. NASA is requesting that interested vendors submit a Statement of Capability (SOC) expressing their desire and ability to meet all the services required for this prospective procurement. Potential sources must submit a written SOC to the contact listed in this announcement. The SOC shall contain pertinent and specific information addressing these areas: (1) Experience: an outline of previous projects, specific work previously performed or being performed, including dollar value. In addition, identify what sections listed in the above requirement your firm can perform. (2) Subcontracting arrangements: Identify the percentage of work that can be completed in-house and what can be completed by subcontractors and transported to the site. All submissions are limited to 10 pages. Additional reference material beyond the page limit or links to web sites will not be accepted. No solicitation exists at this time; therefore, do not request a copy of the solicitation.
