- Description
- This is a combined presolicitation/solicitation posting. The MCA Threshold Program is implemented under a Strategic Objective Agreement with the Government of Tanzania (GOT). Its goal is to strengthen the institutional capacity of the GOT to build and promote stronger partnerships among the government, the private sector and civil society to combat corruption. In the Threshold Program, the GOT's principal objective is to reduce corruption in half of the country's local districts and in central government agencies. The Threshold program contains the following strategic objectives over the two-year period of the program: 1) An increase in the number of local government authorities participating in public expenditure tracking. 2) An increase in the number of investigations by the Prevention of Corruption Bureau that result in an anticorruption case being presented in court. 3) An increase in the media exposure of anti-corruption cases brought to trial. 4) The establishment and operationalization of a Financial Intelligence Unit to investigate or report and bring to the attention of proper authorities and the public, cases of suspicious or unusual financial transactions. 5) The execution of a program of audits of selected central government ministries/departments/agencies and local government authorities over the 2-year period of the Threshold Program reported by the media. To meet these objectives, the MCA Threshold Program is commencing activities in four areas: a) civil society and media strengthening; b) rule-of-law initiatives including support for a Legal Aid Network and training for investigators, prosecutors and magistrates; c) support for establishing a Financial Intelligence Unit; and d) a public procurement reform initiative which will involve the execution of local and national government audits as well as the training of investigators on corruption in procurement.
