Description
ATTENTION POTENTIAL OFFERORS: DUE TO ESTABLISHED ECONOMIC AGREEMENTS BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE AIR FORCE INTENDS TO AWARD THIS SOLICITATION TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY. THEREFORE, PROPOSALS FROM BUSINESS CONCERNS OUTSIDE OF TURKEY WILL NOT BE CONSIDERED (i) This is combined synopsis/solicitation number F2G3D87135A100 issued on 19 June, 2007 for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation F2G3D87135A100 is issued as a Request for Quote. (iii) The solicitation document and FAR incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-17 and Class Deviation 2005-o0001 (iv) This acquisition is being changed from 100% Small Business Set-Aside to Unrestricted due to the Overseas Location Exception. (v) The 39.th Contracting Squadron has a requirement for: (1) GYM EQUIPMENT MAINTENANCE SERVICES AT THE INCIRLIK AIR BASE FITNESS CENTER, CLIN 0001 - MAINTENANCE SERVICE, CLIN 0002 - RE-UPHOLSTERY, CLIN 0003 - REPLACEMENT PARTS, Quantity: 6; Unit of Issue: Months. (vi) Detailed Description: PROVIDE GYM EQUIPMENT MAINTENANCE SERVICES AT INCIRLIK AB FITNESS CENTER FOR CARDIO, SELECTORIZED AND FREE WEIGHT TRAINING EQUIPMENT. THIS CONTRACT WILL HAVE 4 OPTION YEARS. OPTION YEAR 1: 1 APRIL 2008 ? 31 MARCH 2009, OPTION YEAR 2: 1 APRIL 2009 ? 31 MARCH 2010, OPTION YEAR 3: 1 APRIL 2010 ? 31 MARCH 2011, OPTION YEAR 4: 1 APRIL 2011 ? 31 MARCH 2012. (vii) Period of Performance: 1 October 2007 ? 31 March 2008. Delivery will be to 39th LRS Incirlik A.B., Turkey (viii) The FAR Solicitation Provision 52.212-1, Instructions to Offerors (Sep 2006) --All proposals must include the following documentation: Tax Payers License, Trade Chamber Registration Signature Circular, Company Registration, (If Applicable) Past Performance Documentation. Commercial Items. (ix) Solicitation provision at FAR 52.212-2, Evaluation ? Commercial Items (Jan 1999), applies to this acquisition. (a) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government using the factors from 52.212-2. The evaluation factor, which shall be used to evaluate offers: Offeror?s offering the best overall value to the Government will receive the award. (x) Offerors shall include a completed copy of the 52.212-3 Offeror Representations and Certifications ? Commercial Items (Nov 2006), with each offer. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions (Feb 2007)? Commercial Items applies to this acquisition. STATEMENT OF WORK Maintenance Contract Fitness and Weight Equipment A. The contractor will be responsible and provide daily, weekly and monthly maintenance to include repairs, upholstering, painting of frames, replacement of parts on all cardio, strength training and free weight equipment inventoried in the Fitness Center and Hodja Inn. Contractor must have a working knowledge and capable of adjusting and repairing of digital and electric motor driven machines. B. Responsibilities include but not limited to the following conditions. 1. Provide one (1) person Monday thru Friday from 0730-1630 to clean, lubricate and maintain all equipment in proper operating condition. No on-call support will be required. 2. Provide and install new upholstering material (Vinyl) on pads and benches on all equipment on as needed basis. 3. Provide a 48-72 hour repair of all downed equipment after receipt of parts for all downed equipment. Contractor will be required to provide repair parts. 4. Coordinate with Fitness Staff when repair service is started and accomplished. 5. Provide and maintain parts inventory listing of all equipment. 6. Maintain pertinent records on maintenance requirements and accomplishments. 7. Ensure all equipment is maintained and operational to the highest standards and levels possible. 8. Maintain, provided storage area in a neat and orderly fashion. 9. Contractor will supply all tools required for maintenance and repair. 10. Maintain and service all cardiovascular, strength training and free weight equipment IAW the standard equipment maintenance plan. The contractor will be provided a copy of the standard equipment maintenance plan and it will be available in facility Continuity Book located at the front desk counter. 11. Equipment to be maintained, serviced and repaired (Please refer to Equipment Inventory Listing, Dated : Apr 07.)
