- NASA/GRC is issuing a NASA Research Announcement (NRA) for participation in the CONNECT Program. CONNECT is the COmmunications, Navigation and Networking reCongigurable Testbed project. The CONNECT Project involves the development and flight of a testbed for the International Space Station to provide an on-orbit, adaptable, SDR/STRS facility to conduct a suite of experiments to reduce risk and enable future mission capability. Note: This procurement action was previously synopsized on May 23, 2007. This synopsis replaces the May 23rd announcement and is being re-issued due to system limitations on posting the solicitation document to the original synopsis. All future documents that are able to be released via this web site will be posted to this synopsis, not the May 23rd version. Particiaption in thie NRA is open to all categories of organizations that are eligible to receive data that includes some ITAR and export controlled documentation. All restricted documentation will be released at a later date and will be made available to those potential offerors who have established their eligibility to receive such controlled data. The data will be transmitted using a secure file transfer only and will not be posted to this web site. Instructions for obtaining this data will be posted as a modification to this notice. Electronically submitted Notices of Intent to propose are requested by July 6, 2007. Proposals are due on July 30, 2007. This is a broad agency announcement as defined in FAR 6.102(d)(2). Notwithstanding the posting of this announcement at FedBizOpps.gov, Grants.gov or at both sites, NASA reserves the right to determine the appropriate award instrument for each proposal selected pursuant to this announcement. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/GRC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=22 Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the following URLs linked below. All contractual technical questions must be submitted in writing (e-mail or fax). Telephone questions will not be accepted.
