- The solicitation issue date is 23 June 2007. Proposals are due on 23 July 2007, 4:00 PM CST. The following evaluation factors are added to the synopsis: 1. FACTOR 1 - PAST PERFORMANCE: For the past 5 years, identify past or current contracts, (including Federal, State, and local government and private) for efforts similar to this requirement. Provide information on problems encountered on the identified contracts and the corrective acti ons taken. Also, include information documenting the success of achieving small business subcontracting goals, if applicable. 2. FACTOR 2 - MANAGEMENT/OPERATIONS PLAN: a. Organization Structure and Key Personnel The proposal should include management of field supervisory level, division of responsibilities, resumes and letters of commitment. b. Technical Approach and Methodology c. Geographic Area Management d. Safety - Site specific Safety and Health Plan per latest EM 385-1-1. e. Contractor Quality Control Plan f. Disaster Debris Waste Reduction and Recycling Strategy 3. FACTOR 3 TECHNICAL APPROACH TO SAMPLE TASK ORDER The Government will evaluate the contractors response to the sample task order. The following sub-factors shall be used to develop an overall rating for this factor: a. Technical Approach . b. Production Rate c. Use of Local Subcontractors d. Site Specific Safety and Health Plan (Job Hazard Analysis) Sample task order specific Safety and Health Plan per latest EM 385-1-1. 4. FACTOR 4 - PRICE A separate price evaluation will be completed for each MATOC pool. Offerors shall submit fixed price and time and material rates and markups for every MATOC pool for which they wish to be considered in the competition. These prices will be contractually binding and cover each contract line item included in Section B of the solicitation. The evaluated rate schedules will form the basis for the best value trade-off decision. The sum of the extended value of the Section B fixed price contract line items wi ll determine the low offeror for each region. The extended value refers to the proposed unit price multiplied by the solicitations estimated quantity. The Government intends to issue the majority of the task orders as firm-fixed price. The prices submitted in response to the sample task order will be used to determine price/cost realism and as part of the proposal risk assessment The following relative importance of the factors will be used to determine acceptability and merit of the proposal: The evaluation factors, other than cost or price, when combined, are significantly more important than cost or price. The relative importance of each of the non-cost factors is comparatively equal. The sub-factors of each non-cost factor are comparativel y equal. Tradeoff Process (Far Part 15.101-1) - It has been determined in this solicitation that the evaluation factors, other than cost or price, when combined, are SIGNIFICANTLY MORE IMPORTANT than cost or price. IT IS IMPORTANT TO NOTE THAT A SEPARATE SCHEDULE B WILL HAVE TO BE FILLED OUT FOR EACH MATOC POOL A COMPANY WISHES TO COMPETE FOR.
