Description
The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) is soliciting proposals in the following area of Advance Guidance and Control - Assessment of Operational and Safety Benefits. The objective of the SIR is to solicit proposals in the following area of flight safety research to conduct research that removes some of the obstacles to the introduction and certification of advanced flight guidance and control (FG&C) systems that are safer and operationally more effective than the current generation of FG&C systems onboard transport aircraft. The work will implement a previously developed representative advanced functionally-integrated FG&C system called Total Energy Control System (TECS) and Total Heading Control System (THCS) algorithms in a part-task simulation, and perform an in-depth effectiveness and safety evaluation. The research task shall use the simulation and other methods to analyze the TECS/THCS system concept, identify possible certification issues and avenues to resolve them, and develop appropriate system operational, performance and safety requirements and objectives. The outputs generated from this research will be used by the FAA as input for development of FAA policy and guidance, as well as provide input to later tasks that will subsequently accomplish the overall research plan. The Technical evaluation will be based on three (3) factors: (1) Technical Approach; (2) Relevance to Aviation Safety; and (3) Research Performance Competence. Offerors will be required to submit separate technical and cost proposals for each task bid. For evaluation purposes, technical is considered more important than cost. Award will be based on Best Value to the Government. Only technical proposals with a technical rating of Outstanding or Highly Acceptable will be considered for award.Interested parties responding to this Solicitation are directed to the attached SIR (SF-33 Cover Sheet-page 1, pages 2 through 66, and 4 Attachments). All questions /inquires must be provided in writing to Anna M. Marinaro at anna.marinaro@faa.gov, not later than July 6, 2007 by 2:00 P.M., local time. Proposals are due no later than July 19, 2007, at 2:00 P.M., local time. This SIR does not commit or obligate the Government. ***Offerors are cautioned to review all Attachments***
