Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation FA4877-07-Q-0440 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-17, effective 14 June, 2007. (iv) This procurement is being issued as a 100% SMALL BUSINESS SET-ASIDE IAW FAR 19.502 (a). The North American Industry Classification System (NAICS) code is 238210 and the small business size standard $13M. (v) The Contractor shall provide the following items: LINE ITEM 0001 ? Contractor will provide and install new 300kva transformer, existing transformer will be removed and set aide for government reutilization. Scope of work install new electrical service for 5420. Provide and install new 300kva transformer, existing transformer will be returned to the government. Provide 800 amp underground feeder from transformer to contractor installed Automatic Transfer Switch (ATP) bypass configuration. Bypass and ATP shall be located on North wall of utility yard. ATP bypass configuration will consist of (2) fused 3 pole, 800 amp, 120/208 VAC Disconnect safety switches and (1) double throw, 4 pole, 800 amp, 120/208 VAC. Bypass shall be wired according to available one line diagram provided by government. Contractor shall install government provided, 4 pole, 800 amp, 120/208 VAC ATP within the bypass configuration. Provide 800 amp underground feeder to 800 amp junction box located on North side of bldg 5420. Include at this point a CT can with ION 7300 series power meter. Junction box shall be located to the right of existing service. Connect existing 600 amp service to 800 amp junction box. Remove all existing wires that previously fed 600 amp service and existing ATP seal all vacant conduits with suitable removable caps. This will include existing wiring from generator to ATP, transformer to ATP and ATP to existing 600 amp main. Any vacant conduit may be cut off at ground level and sealed. Install new 200 amp, 3 phase, 120/208 vac service, to include at a minimum (1) 200 amp main, (1) 100 amp,3ph breaker, (3) 60 amp, 3ph breakers, at a minimum 2 available spots for expansion breakers. Connect to 800 amp junction box. No additional wiring will be required from 200 amp service. Connect new ATP to government provided generator. Wiring will be capable of 800 amps even though generator output will not. Provide and connect separate conduit and wires for generator start. Provide additional ?? conduit from ATP to generator for generator monitoring. Connection of generator monitoring to be done by others. Provide 60 amp 120/208 load center on North wall in vicinity of generator. Install (1) 20 amp circuit to generator for heater and (1) 15 amp circuit for generator battery charger. All panels, wiring, and boxes will be suitable for outdoor use. Excavation and backfill work as required. Hand digging may be necessary. Although minimal, extension of concrete utility pad may be necessary. Important!: Outages to bldg must be kept to a minimum, prior coordination will be performed. Limited overtime or weekend work may be required for tie-ins and shut-downs. Projected project schedule will be made available after awarding of contract.
