- The Government intends to award a contract for Airborne Rotary Wing Herbicide Application Services. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W912CN-07-T-0361 is issued as a request for quote (RFQ). The incorpor ated document provisions and clauses are those in effect through Federal Acquisition Regulation update FAC 2005-14 and Defense Federal Acquisition Regulation Supplement update DCN 20061201. The North American Industry Classification Systems (NAICS) code is 481212. The small business size standard is 1,500 employees. The Contract Line Item is CLIN 0001 Aerial Herbicide Application, quantity 1,100 Acres. A firm fixed price contract is anticipated. This requirement is 100% set aside for small business. Contrac tor to provide helicopter services in support of aerial herbicide operations at Schofield Barracks, Hawaii scheduled for the period on 30 June 1 July 2007, or as coordinated with Government point of contact. Contract services require the Contractor to p rovide one (1) helicopter and pilot that is certified by the Office of Aviation Services (OAS). Helicopter shall be of the Type II and Type III as recognized by the US Department of Agriculture, Forest Service. Helicopter(s) shall be equipped with Globa l Positioning Systems (GPS) and VHF Radio Frequency (122.925) capable of air-to-ground communications with ground firefighting resources and the Incident Commander (IC). Contractor shall provide all labor, personal protective equipment (PPE), Jet A fuel, supplies and required equipment necessary for logistical support on site. Contractor to also include ferry cost to and from the Island of Oahu, Schofield Barracks, HI. Contractor aircraft, aircrew and support personnel shall comply with the requirements of FAA PART 91--GENERAL OPERATING AND FLIGHT RULES (14 CFR ? 91) and PART 137--AGRICULTURAL AIRCRAFT OPERATIONS (14 CFR ? 137). The aerial herbicide project is scheduled for 30 June 1 July 2007, pending favorable weather conditions. Operational hours fo r the project are from 0800-1600 to include orientation, training, safety, daily operations pre-brief and post-briefings. A standby time or minimum daily rate shall be established for the contract period for standby on site and/or in the event of inclemen t weather. The following evaluation factors will be used to evaluate offers: Technical Capability and Price in a Best Value Continuum. Technical capability will be assessed based upon aircraft, equipment and pe rsonnel. The offeror shall provide: adequate information to determine if the aircraft is mission capable, properly certified and available. In addition, the offeror shall submit a statement acknowledging that the firm can mobilize in time to ensure s ervices begin on June 30, 2007. The price proposed will be the firm fixed price for the entire task. The Government reserves the right to select the best value offer which may not be either the highest technically qualified offer or the lowest priced of fer.
