Description
The Wiesbaden Contracting Center, located in Wiesbaden, Germany, is in the process of preparing a solicitation for four Subject Matter Experts (SMEs). We intend to issue a solicitation that will result in a year long, Firm Fixed Price contract with one option year for non-personal services. The SMEs required are as follows: Two Logistics Analysts, One Senior Movement Analyst, and one Logistics Support Specialist. The following is a draft Statement of Work (SOW) which will be included in a formal so licitation that will be issued soon: 1. The 1st Armorder Division's (1AD)mission is to provide and maintain an operational Division Headquarters. To accomplish this mission, 1AD Headquarters must provide continuous logistics support and analysis. On-going operational deployments create a n eed for routine logistics, analysis, and technical assistance on a recurring basis. 2. Task Description: The contractor shall provide a total of four SMEs in the following areas to perform the following tasks: Logistics Analysts (2): Support 1AD in the area of combat service support planning and execution. Advise the command on policy and procedural guidance and actions related to all areas of combat service support. Analyze the readiness (supply and maintenan ce) posture of all units assigned to the Division. As part of this task, draft command-wide measures to fill mission essential Modified Table of Equipment (MTOE) end-item shortages; provide advice and recommendations on disposition of excess equipment; an d maintain equipment status of critical mission-needs equipment utilizing Standard Army Automated Management Information Systems (STAMIS). Integrate Automatic Identification Technologies (AIT) into 1AD plans and interface AIT with the STAMIS automation in frastructure. Provide Planning for tracking method utilization via compilation and interpretation from various automated systems. Senior Movement Analyst (1): Provide the services of a functional specialist for movements planning; prepare movement related Operation Plans (OPLANs)annexes/appendices. Support 1AD in the area of traffic management. Provide analysis, advice, and techni cal assistance in the development of operations plans and orders and time-phased force deployment data (TPFDD) to support real-world contingencies and exercises. As part of this task, serve as functional specialist for movements planning utilizing various software and interfaces with automated transportation management systems. Logistics Support Specialist (1): Support 1AD with Unique Item Tracking (UIT) and equipment excess management programs, planning and drafting orders in support of US Army Fifth Corps operations and exercises, and provide technical expertise for tracking m ethod utilization via compilation, recording, and interpretation of data from automated systems. 3. Travel: The SMEs will be required to travel in order to provide the services and support required under the contract. The travel costs shall be reimbursed in accordancd with the most current Department of Defense Joint Travel Regulation. Travel must be approved by the Contracting Officer (KO) or Contracting Officer's Representative (COR). 4. Place of performance: Depending of 1AD mission requirements, the SMEs will be operating in offices located in German, the Middle East, Africa, and Turkey. 5. Security Requirements: The SMEs must have a US Secret Clearance to perform services under the contract. 6. Logistics support: All of the SMEs shall be considered for Technical Expert Status Accreditation (TESA) and will be entitled to logistics support under US Army Europe (USAREUR) Regulation 600-700 and/or its supplements when approved as a technical exp ert. The contractor must provide to the proper authorities, at its own expense, all documentation necessary for TESA consideration. 6.1 Hours: Workdays are eight hours long, Monday through Friday. However, the Contracting Officer's Re presentative (COR) may change the SMEs' work schedules to fit mission requirements. A maximum of 2080 regular work hours will be billed annually per SME. Personal tasks or business shall not be peformed during work hours. 6.2 Additional hours: Additional hours, if necessary, must be coordinated and approved by the COR. The COR may also direct the SMEs to work additional hours based on mission needs. If SMEs refuse COR-directed additional hours, the Contracting Officer m ay require the contractor to replace the SME with another individual. 6.3 Training: The SMEs may require training to stay current in their positions. (More information to follow concerning Government-funded andContractor-funded training. The solicitation will address this topic in more precise detail. 6.4 Temporary Duty: The Contractor shall be reimbursed for actual expenses incurred during Temporary Duty (TDY) travel, not to exceed the JTR limit. Only expenses supported with documentation and/or receipts will be reimbursed. Examples of reimbursable expenses are: Meals, lodging, fuel for Government vehicles, tolls, and any necessary fees. The COR must approve all expenses. Examples of expenses that will not be reimbursed are speeding and parking tickets and alcoholic beverages. 7. Deliverables: The contractor shall provide a monthly status report of actions accomplished, problems identified, and recommended problem solutions. Additional Deliverables/Reports are due upon completion of each Exercise and Project if required by th e 1AD. 8. Government Furnished Material/Equipment (GFM/GFE) and Contractor Furnished Equipment (CFE): The Government will provide appropriate office space, computer/electronic equipment, email access, internet connectivity, software, and other necessary labor-s aving devices and consumable office materials for contractor performance. The contractor shall provide all other materials and equipment necessary for successful performance on the contract. The SMEs will be issued keys necessary for entry to required ar eas, and the contractor shall pay for installation of new locks if keys are lost. All keys issued to the SMEs will be returned to the issuing agency's key control personnel if the SME is replaced, or at the end of the contract. 8.1 Contractor Badges: Appropriate badges will be issued to the SMEs and shall remain property of the US Government. Badges must be safeguarded and misuse by contractor personnel may necessitate replacement of the offending individual. 8.2 Vehicles: Contractor personnel may be issued Government-owned or leased vehicles, depending on mission requirements. (More information concerning this topic may be included in the Solicitation) 8.3 List of Government Furnished Equipment and Supplies: The following items will be made available for SME use. This list is not all inclusive and may change depending on mission requirements: Office furniture, fax machines, expendable office supplies, special tools/equipment (to be determined by the KO or COR), Personal computers/laptops, printers, cell phones and or radios, telephones, plotters, and copiers. 8.4 Healthcare: (Specific information concerning Government-provided healthcare will be included in the forthcoming solicitation)
