Description: This synopsis is been cancelled in its entity IAW FAR 5.202(a)(10). This procurement will be with Texas A&M Research Foundation as a continuance of a previous contract for the initial Measurement and Verification Techniques Training to ensure the kn owledge transfer. Additionally, FAR 6.302-3(a)(ii) provides for other than full and open competition to establish or maintain an essential research development capability provided by an educational institution. Therefore in accordance with FAR 19.502-2(b ), there is not a reasonable expectation that offers will be obtained from at least two responsible small business concerns. The small business set-aside is dissolved and the acquisition will be sole source to Texas A&M Research Foundation.
