- Contracting Center of Excellence on behalf of the Office of the Judge Advocate General and in accordance with FAR subpart 6.3, intends to execute a Firm Fixed Price contract under other than full and open competition sole source basis to LexisNexis . The Government intends to purchase unlimited online subscription to legal news, legislative, financial, public records and medical databases for all Army JAG users. The proposed period will be one month from the date of award with two, one month option s. This notice is valid until July 9th 2007 and is NOT a Request for Proposals. The Government does not intend to submit a solicitation for proposals. The Government shall not be liable for or suffer any consequential damages for any technical informati on provided. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. REQUIREMENTS: The contractor will provide the users with online subscription access for the following functional requirements: a. Access to all U.S. federal and state case law (including Case Summaries), statutory, legislative, regulatory, and administrative materials b. Access to the LexisNexis/Army JAG customized web page found at http://www.lexisnexis.com/armyjag c. Access to the full text of law reviews and all treatise materials d. Provide Shepards online service for validating and updating: e. Case law (including BCA and MSPB citations) f. Federal and state statutes g. CFR h. Law reviews i. ALRs j. Patents k. Provide Martindale-Hubbles online service for legal directories. l. Provide Matthew-Bender Treatises to designated users within the JAG Corp. m. Ability to tell if a case is losing its precedential value over time utilizing very negative, mild negative and positive treatment n. Ability to restrict findings according to issues of law, issues of fact, analysis, jurisdiction, head note o. Ability to save any search for automatic updates using the electronic clipping service with new documents automatically emailed to the user p. Ability to easily find relevant and related documents, similar in language or citation patterns, to the current document q. Ability to search full text of citing references for particular legal issues r. Ability to provide citation reference to subsections of statutes and regulations s. Access to full text current and archived major newspapers, magazine, wire services and other periodicals including the New York Times (back to 1980) and CNN transcripts t. Ability to download, print, e-mail and fax documents retrieved at no additional charge u. Ability to do full-text searching of all types of public records data v. Provide access to people & business locator databases w. Provide professional customer support services via toll free numbers 24/7/365. The Contractors Customer Support Department shall provide technical assistance and answer questions concerning research strategies, database structures, software usage, and other types of questions related to the use of the Online Services. Many customer sup port representatives shall be lawyers, librarians, accountants, financial analysts or hold MBA degrees. The Contractor shall provide such assistance both within and outside of the United States. There is NO solicitation document. This notice is not a request for quotes.
