- FY08 MCAF KNMD093000 DCGS Intel Squadron Operations Facility, Hickam Air Force Base, Oahu, Hawaii. This solicitation is being offered under 10 United States Code, Section 2305A, Design Build Selection Procedures, Subpart f, Special Authority for Mil itary Construction Projects. Design and construction of a Secure Compartmented Information Facility (SCIF) to support ANQ-272 Sentinel Weapons Systems Pacific node, Distributed Ground System-5 (DGS-5). The DGS-5 is the primary intelligence exploitation node for PACAF Global Hawk, Predatore, and U-2 operations. The facility will contain briefing/debriefing, command section, conference room, staff offices, standardization and evaluation, training rooms, systems maintenance area, scheduling/operations, com munications support, AFI-directed intel operations, missions planning, various electronic intelligence/communications systems, intelligence reference library, general classified storage, equipment storage, and mechanical areas. The facility will meet sec urity and life safety requirements. The number of personnel to be housed in this facility will be approximately 195, however the number of personnel may increase to 220 during emergency operations. The facility will be operated on a 24/7 basis. Also in cluded are the design and construction of a free-standing, open-sided 7620 mm (25ft) x 9144 mm (30 ft) x 4572 mm (15 ft) high shed for 735th AMS. Shed will be enclosed with chain link fencing with lockable swing gate. Fence and gate shall be screened for privacy protection. This is an unrestricted procurement utilizing Electronic Bid Sets (EBS). The estimated cost of the project is between $10 Million and $25 Million. This is a 2-Phase Design-Build Best Value solicitation process. Phase 1 process re quires potential Offerors to submit their performance and capability information for review and consideration by the Government. Following the review, evaluation, and rating of the Phase 1 proposals, the Government will select a maximum of five highest r ated Offerors to submit Phase 2 proposals. The contract will be awarded for the Design and Construction of the project, but the initial award will only provide funding for the Design of the project. The funding for the Construction is subject to Congres s authorizing the project and appropriating the construction funds. In the event Congress does not authorize the project and appropriate the required construction funds the contract will be terminated for convenience following standard termination proced ures in FAR 52.249-2 Alternate I paragraphs (f) and (g) for determining any design-related contractor costs associated with the design portion of the contract. In such a termination, the Government will not be at risk for any construction related costs as sociated with the construction portion of the contract. Selection will be based upon evaluation factors which may include (a) past performance, (b) experience, (c) Project Management Organization, (d) Small Business Program and (e) price. Traditional h ard copies of plans and specifications will NOT be available for this project, but will be available for viewing and/or downloading via the Honolulu District Contracting Website on or about July 11, 2007 at http://www.poh.usace.army.mil/CT/CT.htm. Contrac tors must be registered in FedTeDS to view/download plans and specifications. A link to FedTeDS can be found at https://www.fedteds.gov/. Solicitation documents will NOT be issued on CD-ROM format unless the Government determines it to be necessary. If the Government determines that issuance of the initial solicitation on CD-ROM is necessary, the CD-ROM will be provided at no cost to self-registered Contractors at the aforementioned website. However, the Government reserves the right to issue follow-on amen dments to the solicitation on the website. It is therefore the responsibility of the Contractor to check the Honolulu District Contracting Website daily for any posted changes to the solicitation.
