Description
INTRODUCTION The Department of the Interior, National Business Center, Aviation Management (DOI-NBC-AM) is assessing the availability of rotary wing aircraft of the type identified within the Request for Information (RFI) document. PURPOSE OF REQUEST FOR INFORMATION (RFI) NBC-AM is requesting information from any and all contractors who currently have immediate access or interest in acquiring rotary wing aircraft that meets the minimum helicopter requirements identified in the RFI document. This information will assist DOI determine whether sufficient aircraft will be available to meet the needs of the Bureau of Land Management (BLM) and its projected rotary wing aircraft requirements for 2008 and beyond. DESCRIPTION OF INFORMATION REQUESTED All commercial rotary wing companies interested in supporting DOI requirements (small or large as defined by NAICS code 481211) are invited to complete the attached questionnaire identifying their availability of aircraft or serious interest to acquire the aircraft of interest. DISCLAIMER This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI and may provide their submittal anonymously to ensure privacy. HOW TO RESPOND It is preferred that you provide your response electronically by sending to Toni_Musgrove@nbc.gov; however, you may also send the information to fax 208-433-5030 or by mail to 300 E. Mallard Drive, Suite 200, Boise, ID 83706-3991. You may obtain a Word format of the attached questionnaire by emailing Toni_Musgrove@nbc.gov or by calling 208-433-5022 and requesting a copy. The RFI is also available at www.amd.nbc.gov under the Available Solicitations category. Responses must be returned no later than Friday, July 13, 2007. REQUEST FOR INFORMATION - 2007-01 This Request for Information (RFI) is issued to determine the existing availability within the commercial aviation industry of rotary wing aircraft of the type identified herein and/or the interest to acquire such aircraft for 2008 use and beyond. The provided information will help DOI determine whether sufficient aircraft will be available to meet the needs of the Bureau of Land Management (BLM). Submittals may be made anonymously to ensure privacy. NO SOLICITATION EXISTS AT THIS TIME. This RFI does not constitute an Invitation for Bids, Request for Proposals or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited. At this time DOI is NOT looking for proposals. Responses to this RFI are due no later than July 13, 2007. Primary mission requirement: Wildland fire management activities, primarily initial attack, to support the BLM and its cooperators. BLM is interested in multiple contract helicopters. These aircraft will be utilized as nationally managed resources; this should result in increased utilization through mobilization and pre-positioning of aircraft and crews. Projected use period: Approximately 100 days, varying by location, between May and October Aircraft of Interest Projected Parameters: Crew Compliment Required: Pilot-in-Command (PIC) and relief Mechanic and relief Fuel Servicing Vehicle Driver and relief MINIMUM Helicopter Requirements: Seating: -Nine (9) insured passenger seats not including pilot, but including copilot seat in an aircraft, normally single pilot operated. Powerplant: -Turbine engine (single or twin) Landing Gear: -Skid type Payload: -Non-jettisonable payload (HOGE) of 2,000 pounds at 25 degrees C at 7,000 feet pressure altitude using a pilot weight of 200 pounds, 35-pound survival kit and fuel for 1.9 hours. A BH205A++ type aircraft would typically fulfill the above target requirement. ALTERNATIVE Payload: -Non-jettisonable payload (HOGE) of 1,300 pounds at 25 degrees C at 7,000 feet pressure altitude using a pilot weight of 200 pounds, 35-pound survival kit and fuel for 1.9 hours. A BH212HP type aircraft would typically fulfill the minimum requirements.
