Description
This is a notice of intent to negotiate and award a sole source contract modification to Wyle Laboratories, Inc., to extend contract N00421-01-C-0086 for a period of six months, from 1 October 2007 through 31 March 2008. This contract provides for aircrew and flight support services for the Naval Test Wings Atlantic/Pacific squadrons of the Naval Air Systems Command (NAVAIR) onboard the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland. Examples of tasking to be accomplished during this extension include, but are not necessarily limited to: Provide Category A/B pilots, flight test engineers, navigators, flight technicians, and project specialist support for one or more of the following aircraft types?any series P-3, EP-3, NP-3, S-3, A-37, T-2, T-3, T-6, T-34, T-37, T-39, T-44, E-2, E-6, HU-25, EC/KC/C-130, C-2, C-9, C-20, C-26, C-35, C-40, C-135, UC-12, and B-707; participate in evaluations of flight simulation devices such as Operational Flight Trainers, Weapon System Trainers and Position Tactics Trainers; provide Category C pilot support in one or more of the aircraft types listed; operate the assigned aircraft, associated systems, and instrumentation using proper and thorough preflight, in-flight, and post-flight NATOPS operating procedures; and compile and prepare the monthly, weekly, and daily flight schedules. It is anticipiated this requirement will require approximately 49,775 hours of service effort. Key labor categories include pilots, flight test engineers, and senior engineering technicians. The authority for other than full and open competition is Title 10, U.S. Code, Section 2304(c)(1), as implemented by Federal Acquisition Regulations Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
