- CONTRACTING OFFICE ADDRESS General Services Administration, Public Buildings Services (PBS), Colorado Service Center (8PC), Denver Federal Center, PO Box 25546, Building 41, Denver, Colorado 80225 DESCRIPTION The General Services Administration (GSA), Rocky Mountain Region is seeking firms with architectural and engineering experience in design to provide services for feasibility studies, project development studies, project designs, development of project plans and specifications, project cost estimating, submittal and shop drawings review and approval and construction inspection services. This is a Multiple Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract(s) for Architect-Engineering (A/E) design services, which will be required on an as needed basis. GSA may make multiple awards and intends to award up to four (4) contracts under this solicitation. One of the contracts will be awarded using full and open competition, and three will be set-aside for Small Businesses. These contracts will be awarded for a one-year base period with four one-year option periods exercised at the Government's discretion. The total aggregate Maximum Order Limitation (MOL) shall not exceed $1,000,000 for the Basic Period and each exercised option. The minimum guarantee will be $10,000 for the base year and $10,000 for each option period per contract (if exercised). The projects covered under this solicitation will be located within the Rocky Mountain Region, covering Colorado, Montana, Utah, South Dakota, North Dakota and Wyoming, but will primarily consist of projects along the Colorado Front Range. These contracts will be procured in accordance with Public Law 92-582, The Brooks Art and FAR Part 36.6. Under this process, the Government will award to the most highly qualified A/E firms with whom it can negotiate a fair and reasonable price. The government will not allow payment for travel, living expense, computer time or hookups for the prime or the consultant during the selection process. All services shall be performed under the direction and supervision of registered architects and professional engineers. The Scope A/E Services under this contract will include, but are not necessarily limited to, investigations, feasibility studies, window fragmentations, testing services, program development studies, design development and preparation of working drawings for construction, use of electronic project management, and participation in value engineering studies. Construction services will include submittal and shop drawing review and approval, testing services, contract administration including inspection for conformance with design specifications, plans and specifications for change orders, inspection services, and other contract quality assurance functions. Under this Request for Qualifications, consideration will be limited to A/E firms with an active design office within the geographical area of the Colorado Front Range, including cities along the I-25 corridor from Fort Collins to Colorado Springs, Colorado. The term "A/E firm" used in this Request for Qualification means an individual, firm, joint venture, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the work identified under the resultant contract. If the A/E Firm is comprised of a partnership, corporation, association, or the legal entity permitted by law to practice architecture or engineering, a complete description of the proposed internal responsibility of the components must be included in your response. At least one key member in any proposed joint venture must have an existing office within the stated geographic limits. The A/E firms must indicate their ability to comply with the area of consideration required as part of their response to this notification. The proposed project team will have the capability to perform the basic design disciplines (i.e. architectural, civil, structural, mechanical and electrical) with in-house personnel, joint venture or firm/consultant arrangement will be considered and evaluated based on the demonstrated interdependency of the members and its ability to provide quality design and post construction contract services. A/E firms must have the ability to provide quality design and post construction contract services, including demolition and/or hazard abatement. Projects may involve work in historic buildings. Use of specialty consultants may be required (i.e., cost estimating, fire safety, hazardous abatement, historical architect, HVAC, electrical, acoustical, and vertical transportation design). Each contract awardee must have the capability to concurrently perform design and engineering work for at least three (3) GSA Region 8 projects. GSA will require the use of Masterspec, including the GSA supplement in the most current edition as obtained from the American Institute of Architects. The GSA version of the AIA Masterspec is the authorized master guide specification for GSA, Public Building Service. Each awardee will be required to purchase the latest update of Masterspec, including those divisions written specifically for GSA, directly from the AIA, at their firm's expense. The ensuing contracts will be firm fixed priced indefinite-delivery indefinite-quantity contract. All design costs are comprised in the look-up tables. Fees that are non-design only and are NOT determined from the look-up table will be based upon the negotiated hourly rates in the contract, except as specified and will be negotiated as a not-to-exceed (NTE) amount established on each task order for the following reimbursable other direct costs: phone, fax, postage, submittals and reproduction. ORDERING PROCEDURES Ordering procedures will be consistent with FAR Part 16.505 entitled "Ordering" and FAR Part 36.6 entitled "Architect-Engineer Services." On complex projects, GSA Projects Managers/Architects and/or Engineers may interview each contract awardee as part of the ordering process, in addition to the evaluation of each proposal. NOTICE TO OFFERORS The Government reserves the right to reject any or all proposals at any time prior to selection in Stage I. OFFERORS ARE ADVISED SLECTION IN STAGE I MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED IN STAGE I. Therefore, offerors should not assume they would be contacted or afforded an opportunity to qualify, discuss, or revise their Stage I technical proposals. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions providing an opportunity for the offeror to revise its proposal. SELECTION CRITERIA AND SUBMITTAL REQUIREMENTS The selection will be based on the following criteria and are in descending order of importance: Factor 1 (35%), Past Performance; Factor 2 (30%), Specialized Experience; Factor 3 (20%), Key Personnel/Professional Experience; Factor 4 (15%), Capacity. Firms will be evaluated to determine the most highly qualified firms based on criteria responses. The evaluation board will review the statements of qualifications (Standard Form 330). The boards must evaluate them in accordance with the criteria cited in the Fed Biz Opps notice. Following the evaluation of the statements of qualifications, the short-list will be announced on Fed Biz Opps. The firms selected will be contacted for interviews. The interviews will involve discussions on project concepts and the relative utility of alternative methods of furnishing the required services. The purpose is to obtain additional qualifications, performance, management data, and other information needed to properly apply the evaluation criteria. The selected firms are allowed up to 45 minutes for the interview. Following the interviews, up to four firms will be considered to be the most highly qualified to perform the services. This is considered to be the final selection of the competing firms. Upon final selection, the contracting officer is authorized to begin negotiations with the top-ranked firms. SUBMISSION REQUIREMENTS A/E firms with an interest in being considered for design services contracts must submit the required statements of qualifications on the SF 330. It is desired that proposals not exceed 50 single sided pates of 8 1/2 x 11 - size paper with Arial Font, 12 pitch. Additionally brochures or other pre-printed material may be submitted with a desired not-to-exceed 50 pages. Offerors shall submit an original and five (5) copies. E-mail or faxed submissions will NOT be accepted. DUE DATE Firms shall submit qualifications no later than February 23, 2007 at 10:00 a.m. MST, to the Contracting Office Address. SUBCONTRACTING PLAN REQUIRMENT FOR LARGE BUSINESS ONLY The selected firm, if a large business, must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. In accordance with Public Law 97-507, the A-E will be required to provide the maximum practicable opportunities for Small, Small Disadvantaged, and Women-Owned Small Business concerns to participate as subcontractors in the performance of the contract. Firms must also provide with the Standard Forms (SF's) a brief written narrative of outreach efforts made to utilize Small, Small Disadvantaged and Women-Owned Businesses. The narrative shall not exceed one typewritten page. The use of subcontractors/consultants shown on the submitted SF's will be reflected in a Small, Small Disadvantaged and Women-Owned Small Business Subcontracting Plan included in the successful firm's contract. Contract award is contingent upon negotiation of an acceptable subcontracting plan.
