- BLS-07-28 Request for Information The United States Department of Labor (DOL) Bureau of Labor Statistics (BLS) is seeking information from industry relating to technologies and approaches for providing end-to-end secure File Transfer Protocol (FTP) between Sun Solaris/Microsoft Windows servers and an IBM mainframe running IBM z/OS 1.7 The BLS is the principal fact-finding agency for the Federal Government in the broad field of labor economics and statistics. The BLS is an independent national statistical agency that collects, processes, analyzes, and disseminates essential statistical data to the American public, the U.S. Congress, other Federal agencies, State and local governments, business, and labor. To support the numerous applications and possessing needs of the BLS, several operating system platforms are managed and utilized. Generic FTP utilities available on this operating system are currently used to transfer data among the various platforms. Specifically, Sun Solaris/Microsoft Windows servers located within the Bureau move files and FTP command data to/from a mainframe running IBM?s z/OS, Version 1.7. Mainframe services are contracted by the Bureau and are provided at the vendor?s data center. Interested providers responding to this Request for Information will be required to indicate their ability to fulfill all of the requirements that are stipulated below: ? Solution Requirements and Constraints: o Provide a secure FIPS 140-2 compliant FTP facility between BLS (Sun Solaris / Microsoft Windows servers) and an IBM z/OS mainframe. o Encrypted authentication must be end to end. o Product should be robust with minimal requirement for customization. o Product should work with Unix/Windows scripts as well as IBM z/OS JCL. o Product should be capable of initiating the FTP from either the mainframe or a UNIX or Windows server. o Product should be capable of converting Sun Solaris formatted files to IBM z/OS formats or vice versa. ? Hardware Platform and Operating System Requirements: o IBM z/OS Version 1.7 o Sun Solaris (8,10) o Microsoft Windows Server (W2K, W2K3) ? Other Requirements: o The vendors must provide a statement of how the applicable Federal 508 requirements are addressed. o The solution must be capable of running in an IPv6 environment, or documented plans must exist for a timetable for implementation of any necessary enhancements required for proper functionality in an IPv6 environment. The proposed product should presently exist as an available Commercial-Off-The-Shelf (COTS) product. All software (and hardware if applicable) will be evaluated in a simulated BLS computing environment to determine if the solution meets the functional and system requirements set forth in this document. In addition, an analysis will be conducted to ensure that the solution meets BLS security, networking, usage guidelines and policies applicable to software/solutions authorized for use within the BLS computing environment. Product media, temporary licensing, etc., should be provided and accessible online or via other standard media distribution methods, (CD, DVD, etc.). Respondents are requested to offer comments regarding the requirements as stated above, level of detail, completeness, consistency with industry best practices, suitability for achieving stated objectives, any areas that have been left out and should be considered, and potential cost of the system. The Cover Letter must cite the following information at a minimum: 1.) Vendor?s Company Name and Address; 2.) Contact Person Information; 3.) Vendor?s DUNS Number; 4.) Business Size Standard/Classification; 5.) Whether or not the product is available for purchase via GSA schedule, and if it is, GSA schedule number. The responses shall be submitted no later than July 15th, 2007. This sources sought notice is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. BLS does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response to this request. No solicitation document exists at this time. The information contained in this RFI is based on the best and most current information available to date, is subject to change, and is not binding on the Government.
