- The Federal Aviation Administration (FAA) intends to award a single source purchase order to lease a Pulsed Doppler Light Detection and Ranging (LIDAR) for Operational Evaluation for four months at Las Vegas (LAS) McCarran International Airport. Purpose of Announcement: In accordance with the FAA Acquisition Management System Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. This specific requirement is to support the Office of Terminal Weather's mission to perform an operational evaluation and test of the performance of LIDAR at (LAS) McCarran International Airport. The need for this requirement is to improve wind shear detection at LAS. The Terminal Doppler Weather Radar does not provide good dry microburst detection, and the test and evaluation will determine if the LIDAR is the solution to complement the TDWR at airports in dry climate locations. Lockheed Martin Coherent Technologies' Wind Tracer is the LIDAR consisting of environmental equipment shelter, transceiver and electronics, scanner, signal processing system, air conditioner/heater, UPS Backup, system control and monitoring. The Wind Tracer is capable of providing air traffic with wind shear detection alerts in the format established by other FAA wind shear systems. The lease also will include site survey, logistics, planning, and installation, two graphic situational displays and full service maintenance. A competitive solicitation is not available for this procurement because of the time constraints associated with the completion of this effort. It is in the best interest of the FAA to procure a four month lease agreement as a single source to Lockheed Martin Coherent Technologies in order to meet the time constraints of the operational evaluation and test. If your firm believes it can fulfill the requirement, please provide evidence of your firm's capability and experience in providing the services outlined above and the FAA will evaluate that information accordingly.
