Description
PLEASE READ THIS NOTICE CAREFULLY AS IT WILL BE THE ONLY NOTICE THAT WILL BE ISSUED. The U. S. Department of the Interior, Minerals Management Service (MMS), Procurement Operations Branch, is the contracting office for this procurement and the resultant contract administration. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to receive Government contracts. The Government intends to award a cost reimbursement-type contract for the effort described herein. This acquisition is set-aside 100% for small business. The small business must qualify under NAICS Code 541990, "All Other Professional, Scientific and Technical Services," with the SBA's size standard of $6.5 million in annual receipts. SCOPE OF WORK: The Minerals Management Service intends to competitively award a contract for an approximate 18 month study to assist the MMS in developing information for the North and Mid-Atlantic regions in support of planning, decision-making, and environmental assessment related to the management of petroleum and alternative energy resources on the Outer Continental Shelf (OCS). It is expected that this study will (1) identify and locate existing onshore infrastructure that would potentially support OCS energy projects in the North and Mid-Atlantic regions; (2) collect a standard data set for each identified infrastructure facility that includes such information as location, construction date, capacity, and selected physical characteristics; (3) develop, for each infrastructure type, a description of a typical facility that discusses issues of its physical characteristics (e.g., space used, environmental outputs), location (e.g., required physical inputs such as access), construction requirements (e.g., labor), and operational requirements (e.g., labor); and, (4) develop, for each infrastructure type, a description of industry characteristics, survey of important regulations governing facility operations, Federal and State, and analyze historical data to identify past trends and possible future trends in the construction, use and retirement of facilities. The study will focus on the onshore areas where existing infrastructure is likely to support both traditional and alternative energy development on the OCS in the North and Mid-Atlantic regions and where any new support infrastructure is likely to be built. Generally, focus includes coastal areas of states from Maine through Virginia. However, the geographical reach of support infrastructure varies by type. The tasks include literature review of existing Gulf of Mexico Infrastructure Fact Book and MMS sponsored updates; Site Identification; Data Collection; Data Analysis and Development of a Fact Book.
