- ***Amendment to Synopsis*** This is an amendment to the Synopsis for an Intermediate Frequency Distribution Switching System (IFDS) under RFQ EA133E-07-RQ-0196. This simplified acquisition will be issued as an unrestricted procurement vice a Total Small Business Set-Aside. The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA) intends to issue a firm fixed price contract for an Intermediate Frequency Distribution Switching system (IFDS) which provides all uplink and downlink signals between the Nations Geostationary Weather Satellites and the Wallops Command and Data Acquisition Station (WCDAS) located in Wallops, Virginia. The Intermediate Frequency Distribution Switching System shall include the following: custom software design to facilitate timely and accurate switching, spare parts, cabling, training, operations maintenance and software support, auxiliary switching system with associated power supplies and distribution, four local control units (two primary and two spare), receive switching matrix with associated power supplies and distribution and transmit switching matrix with associated power supplies and distribution. This procurement requires the contractor to integrate the Rehosted IFDS and generate an integration plan. The NOAA intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Total Small Business Set-Aside as a best value Request for Quote (RFQ), on or about April 16, 2007 with quotes due on or about May 16, 2007. The Government anticipates awarding a contract with non-price factors being significantly more important than price. The NAICS code is 334419, and the small business size standard is 500 employees. The RFQ will be issued via electronic posting at Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov. Hard copies of the RFQ will not be issued. It is incumbent upon vendors to monitor FEDBIZOPPS for the release of the RFQ, specifications, and all subsequent amendments. The specification will be uploaded via www.eps.gov with the RFQ. Vendors must be registered with the Central Contractor Registration (CCR) at www.ccr.gov and obtain (and provide with the offer) a DUNs number. All responsible sources may submit a quote which shall be considered by the agency.
