Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service (NMFS) located in Santa Cruz, CA intends to acquire technical support service for efforts to identify genetic data for chinook salmon caught on the central California Coast. The contractor will use the set of 13 microsatellite loci that were standardized in the three year database construction process funded by the Pacific Salmon Commission and undertaken by a multi-laboratory group named the Genetic Analysis of Pacific Salmonids (GAPS) consortium (Seeb et al. submitted). This baseline database contains genetic composition information for over 110 Chinook salmon populations in North America, including all major populations in California. This will allow stock identification results to be compared, combined and validated by other laboratories, investigators and agencies. It will also allow the results to be integrated with those of labs in other part of the coast, allowing broader scale regional, national and international evaluation of fishery impacts on Chinook salmon stocks. The period of performance is from date of award through September 30, 2008. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 234 (c) (1), Only One Responsible Source. The known source is the University of California , (UCSC). Work will be conducted in collaboration with other UCSC researchers, requiring access to UCSC equipment and resources and interaction with UCSC graduate students and faculty. This is not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to the University of California without further notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
