Description
THIS IS NOT A PRE-SOLICITAION NOTICE. THIS IS A COMBINED SYNOPIS/SOLICITATION. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is R-OPC-23169 and is issued as a request for quotation (RFQ). This solicitation is a 100% small business set-aside. The associated NAICS code is 453920 and the small business size standard is $6,500,000.00. As a result of this solicitation, The U.S. Department of Housing and Urban Development (HUD) may award one or more contracts based upon funding and time constraints. Quotations from contractors that are not a small business under NAICS code 453920 will not be evaluated. This is a proposed Firm Fixed-Price (FFP) contract for a period of performance of the date of contract award through September 30, 2007 for each portrait. Please note that no progress payment will be made under any award contract(s). The U.S. Department of Housing and Urban Development (HUD) has a requirement for corporate or official type, 3/4 figure standing oil painting portrait on canvas no smaller than 30 inches x 40 inches and framed for the current and past Secretaries of HUD: Alphonso Jackson, Andrew M. Cuomo, Henry G. Cisneros, Jack F. Kemp, Mel R. Martinez. The contract line items are as follows: 0001 Portrait of Secretary Alphonso Jackson $___________ 0002 Portrait of Secretary Andrew M. Cuomo $___________ 0003 Portrait of Secretary Henry G. Cisneros $___________ 0004 Portrait of Secretary Jack F. Kemp $___________ 0005 Portrait of Secretary Mel R. Martinez $___________. QUOTATIONS: Quotations must be submitted with a completed 52.212-3 Offeror Representations and Certifications-Commercial Items, OR provide a copy of the certification/validation of the contractor Central Contractor Registration (CCR) (http://www.ccr.gov) and Online Representations and Certifications Applications (ORCA) (http://orca.bpn.gov ). Technical Capability Narrative, Prior Experience and Past Performance Data: Contractors must submit a written technical capability narrative that concisely describes their ability to completely satisfy all elements of the statement of work and provide samples of their work. Additionally, contractors must provide evidence of past performance, and prior and current experience in performing the tasks described in the statement of work. The contractor must provide a list of three (3) clients for whom the contractor has provided the same or similar work including point of contacts, telephone numbers and email addresses. STATEMENT OF WORK 1.0 Scope - The contractor shall provide a corporate or official type (presidential quality), 3/4 figure standing oil painting portrait on canvas no smaller than 30 inches x 40 inches, framed and ready to be hung for the current and past Secretaries of HUD: Alphonso Jackson, Andrew M. Cuomo, Henry G. Cisneros, Jack F. Kemp, Mel R. Martinez from the photographs provided. At the artist discretion, each portrait may be landscape or portrait format. 2.0 Tasks - Task 1 ? The contractor shall submit an initial sketch for approval for each portrait within three (3) weeks of contract award; landscape or portrait format at the artist discretion. Task 2 ? The contractor shall submit the completed 3/4 figure standing oil painting portrait on canvas no smaller than 30 inches x 40 inches for the current and four (4) past Secretaries of HUD for approval. Task 3 ? After approval, the contractor shall frame each portrait with a gold wooden frame approximately 4 1/2 to 5 inches; framing that is similar to the sample electronic photograph provided. 3.0 Deliverables - Task 3.1 Initial Sketch, Original/Hard copoy or Electronic, Deliver to Program Office, GTM, John Nemeth, Due No later than three (3) weeks after award date. Task 3.1 HUD comments and/or approval, Electronic, Deliver to the Contractor, HUD will endeavor to complete review and approval within five (5) calendar days. Task 3.2 Completed Portrait, Original, Deliver to HUD Program Office, GTM, John Nemeth, Due No later than three (3) weeks after Initial Sketch approval. Task 3.2 HUD comments and/or approval, Electronic, Deliver to the Contractor, HUD will endeavor to complete review and approval within five (5) calendar days. Task 3.2 Final Portrait with Frame, Original, Deliver to HUD Program Office, GTM John Nemeth, Due No later than seven (7) days after approval. 4.0 Period of Performance - The contractor shall complete each portrait as required in the SOW within or no later than September 30, 2007. [END OF STATEMENT OF WORK] PROVISIONS AND CLAUSES: The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Items (SEP 2006); 52.212-3, Offeror Representations and Certifications-Commercial Items (NOV 2006); 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2007); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAR 2007); 52.227-17, Rights in Data-Special Works (JUN 1987) apply to this action. The following HUD clauses also apply to this solicitation: 2452.246-70 Inspection and Acceptance. FAR Subpart 12.602, Streamlined evaluation of quotes: The Government anticipates the award of a commercial item contract resulting from this solicitation to the responsible contractor whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate all quotes: (i) past performance; (ii) technical capability of the quote offered to meet the Government requirement; (iii) price; and, (iv) contractor?s current status as a small business. The above evaluation factors are in descending order of importance. Quotations are due by no later than 1:00 p.m. (EDT) Tuesday, July 10, 2007.
