- The FAA intends to award an extension to contract DTFACT-04-C-00003 with Galaxy Scientific/SRA. The FAA has issued the above contract in support of the Transportation Security Labs (TSL) to support services needed to conduct independent verification and validation (IV&V) to qualify Advanced Technology (AT) detection systems for baggage inspection systems supporting the Transportation Security Administration (TSA). TSA has an urgent need to conduct additional qualification tests of the AT systems. A break in service will cause delays in security equipment deployments. The proposed action must be awarded by mid-July and is expected to require not more than 3,500 labor hours spanning less than 120 days. For another source to provide equivalent, effective and efficient support, it would require a minimum of 4 to 6 months before the level of expertise could be obtained by another company. The cost of using another source would require more than 7,000 hours delivering the same level of quality services, if the test staff were immediately available and coordinated. Schedule risk would be rated high and the impact of an incomplete or delayed test report to support a TSA procurement decision would significantly delay deployment of security equipment at airports. TSL intends to issue a solicitation of at least $2M using pre-qualified sources identified in the DHS/EAGLE program.
