- It is the intent of this agency to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award to 3M Company Building 223-1N-14, St. Paul, MN 55144-1000. 6 MXS requires the following: - 900 AST Advance Systems Electrical Tester, Stock No. 80-6113-1157-4, QTY 2 EA The following items to be included at no cost: - Soft case for 900 AST tester, Stock No. 80-6113-1238-2, QTY 2 EA - Cable, BNC to 2MM plug, 93 Ohm for 900 AST, Stock No. 80-6113-1240-8, QTY 2 EA - Adaptor, BNC female to 20AWG for 900 AST, Stock No. 80-6113-1241-6, QTY 2 EA - 900AST TDR test lead for 900 AST, Stock No. 80-6113-1242-4, QTY 2 EA - Test lead, Blk/Red banana for 900 AST, Stock No. 80-6113-1243-2, QTY 2 EA - Test lead, Yellow/blue banana for 900 AST, Stock number 80-6113-1244-0, QTY 2 EA - Test lead, Green banana for 900 AST, Stock No. 80-6113-1245-7, QTY 2 EA - Holder, Alkaline battery for 900 series, Stock No. 80-6108-6472-2, QTY 2 EA A contract for a 900 AST, Advance Systems Electrical Tester, will be awarded to 3M Company following no response back to this notice of intent. The purchase of an Advance System Electrical Tester must be done through 3M Company because they are the only responsible source and no other supplies or services will satisfy agency requirements. The 900 AST is a handheld, integrated test set designed specifically for locating faults in the wiring of aircraft and its components. With the tester, electricians can quickly locate faults and verify repairs on wiring utilizing the Resistive Fault Location (RFL) and Time Domain Reflectometer (TDR) functions. This piece of equipment takes the place of five test sets that would normally have to be hooked up separately during a troubleshooting situation, i.e. multi-meter, load tester, RFL, TDR, and capacitance testers. Having the ability to properly troubleshoot an aircraft will greatly increase having one piece of equipment to perform five tests, only requiring to go to PMEL once a year, as opposed to having to send five pieces of equipment once a year. Market research was conducted for the purchase of this 900AST Advance Systems Electrical Tester and 3M Company is the only contractor found able to supply this item as we require. If no response to this notice is received by 4:00PM EST on Tuesday, July 5, 2007, the award for this Advance Systems Electrical Tester will be made to 3M Company.
