- See Numbered Notes 22 and 26. The United States Army Communications-Electronics Life Cycle Management Command (C-E LCMC) intends to solicit and award a modification to Cost-Plus-Fixed-Fee Contract W15P7T-07-C-P022, as a sole source action to Sierra Nevada Corporation (SNC), 444 Salmon Circle, Sparks, Nevada, in accordance with FAR 6.302-1, One Responsible Source. This action will not extend the contract period of performance, but it will increase the ceiling from $1.1M to $1.2M. The Government does not possess a detailed technical data package suitable for a competitive solicitation. The original award was a result potential sources responding to a Broad Agency Announcement DAAB07-04-R-P008 under topic Collect Signal Intelligence for Electronic In telligence, SIGNT . The ESFF sensor integration and TactiComp bridging being addressed under this additional effort will be applied to the Future Force ELINT 07 (FFE-07) sensor program under the basic contract. Specific technical approaches include: base line ESFF design and algorithm configuration, initial system engineering and architecture, initial system design and TactiComp bridging function. All responsible sources may submit a proposal, which shall be considered by the Agency. The forecasted solic itation issuance date is on or about 13 July 2007, with closure 15 days thereafter.
