Description
In accordance with FAR Part 13, Simplified Acquisition Procedures, and FAR Part 12 Commercial Items, the U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Thermo Environmental Instruments, Inc, 27 Forge Parkway, Franklin, MA to purchase a Human Exposure Small Analysis System (HESAS) for the Office of Research and Development/National Health & Environmental Effects Research Laboratory (NHEERL)/Human Studies Division in Chapel Hill, NC. The Human Exposure Small Analysis System (HESAS), is a system of pollutant analyzers that measures pollutant levels in the Human Studies Facility exposure chambers. The HESAS is a part of the Pollutant Control System (PCS) which controls with high precision the level of pollutant(s) in the chamber(s) at all times through a computer software driven control system. The current computer software program that controls the HESAS is a proprietary program written to communicate with various other PCS analyzers manufactured by TEI. Therefore, it would require extensive re-writing of the computer program to accept data from other analyzers made by other manufacturers. TEI is the only known source able to satisfy the Government's requirement(s) because the HESAS is comprised of a number of analytical techniques which are in complete communication through a single and unique Ethernet protocol, allowing operation, monitoring, and troubleshooting of all components by a single computer with any current Windows OS and system operator. There is no other known source that makes both total hydrocarbon and NO-NO2-NOx analyzers, and no other known source makes their whole line of analyzers with common components which minimize spares. The Human Exposure Small Analysis System must meet, as a minimum, the following Specifications: A. MINIMUM GENERAL SPECIFICATIONS: The HESAS shall be comprised of instruments that: 1. HAVE: 3 MB flash memory to allow installation of programs via the RS232 or TCP/IP (Ethernet) interface, split architecture (unique measurement system can be completely separated from common components section) for easy servicing, the rear panel of instrument designed to include split architecture so as to allow for the removal of photomultiplier tube (PMT) without removal of any major assembly, common components such as power supplies, communication boards, Liquid Crystal Display (LCD) displays and boards for ease of maintenance and to minimize spares, common rear panels so that plumbing and wiring can be easily removed to replace or exchange the analyzer, 2. Utilize programs on EPROM for ease of upgrade or reprogramming. The instruments in the HESAS shall have an internal mounted AC Teflon coated mechanical sample vacuum pump with a Teflon diaphragm and a LCD full alpha-numeric, 320 x 240 graphics display and without powering down, allow the instruments to be tested or troubleshot through the microprocessor. 3. The HESAS communications shall have an internal data logger with the capability of storing a minimum of 18 days Long Records (LRECS) or 52 days of Short Records (SRECS), (1) minute averages along with the operational data. Also all concentrations and operational data stored in an operational parameters secondary file, have a Windows based operational system provided with instrument which also has DOS commands available, have a total simulation of instrument front panel operations via the Windows software, have software configured to work with all "i" Series Analyzers, have software capable of operating ninety-nine (99) "i" analyzers at any one selected site, have software addressable by analyzer and user selectable, have software capable of dialing modem for connection, be able to be configured to access any site combinations with a maximum of ninety-nine (99) analyzers, have a bidirectional RS-232 or RS-485 serial interface and a second parallel RS232, Ethernet protocol, software, and serial interface shall allow two-way communication with and display operating parameters of existing system/analyzers. 4. All components of the HESAS shall have analog outputs: 6 voltage outputs; 0-100 mV, 1, 5, 10 V (user selectable), 5% of full-scale over/under range, 12 bit resolution, user selectable for measurement input, digital outputs: 1 power fail relay Form C, 10 digital relays Form A, user selectable alarm output, relay logic, 100 mA @ 200 VDC, digital inputs: 16 digital inputs, user select programmable, TTL level, pulled high, Serial Ports: 1 RS-232 or RS-485 with two connectors, baud rate 1200-115200, data bits, parity, and stop bits, protocols: C-Link, MODBUS, and streaming data (all user selectable), six (6) current outputs and eight (8) analog inputs (optional) ethernet connection: RJ45 connector for 10Mbs ethernet connection, static or dynamic TCP/IP addressing, communication software: Windows based operational software for remote operations and diagnosis. 5. Warranty period: complete coverage of all items for one year B. Total Hydrocarbon Analyzer Specifications (Model 51i-LT), MINIMUM SPECIFICATIONS: This dedicated hydrocarbon analyzer is a microprocessor-based flame ionization detector which meets EPA Method 25A Compliance Monitoring criteria. An integral temperature-controlled heated zone eliminates condensation problems. The Model 51i-LT Total Hydrocarbon Analyzer offers both flexibility and reliability by combining proven Flame Ionization Detection (FID) technology with ease to use menu-driven software and automatic diagnostics. Advanced electronics provide unsurpassed stability and analytical performance. The Model 51i-LT Total Hydrocarbon Analyzer utilizes an easily understood and readable multi-line alphanumeric display. The advantages of an alphanumeric display extend to remote Ethernet/RS-232/RS-485 operation using TEI for Windows software, while the same Ethernet/RS-232/RS-485 communication protocols can be used with other data acquisition systems for added flexibility. Prior to shipping unlisted equipment to EPA, a field inspection shall be performed by an approved agency in the listing. The field inspection shall be performed at the manufacturer's place of business and shall be included in the vendor's quotation. If the equipment fails the field inspection, the vendor shall make necessary changes to meet the listing agency's approval. The North American Industry Classification Code (NAICS) is 334519, size standard of 500. THIS NOTICE OF INTENT is not a request for competitive proposals. No solicitation document is available. However, interested parties may identify their interest and capability of meeting EPA requirements by submitting technical documentation to Linda Merryman, Contract Specialist, at the office identified above, by fax (513) 487-2107 or by e-mail merryman.linda@epa.gov. The technical documentation must establish that the equipment to be provided meets all requirements. Anticipated award date is July 30, 2007. Documentation must be submitted to Linda Merryman by 3:00 PM, July 19, 2007 in order to be considered by EPA. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
