- The U.S. Government Printing Office (GPO), Library Services and Content Management (LSCM), Library Technical Information Services (LTIS) seeks to acquire bibliographic metadata transcription services for ca. 600,000 3 x 5 catalog cards in its 1,000,000 card historic shelflist collection. These cards contain brief bibliographic metadata captured as part of the cataloging activity for the Cataloging and Indexing (C&I) Program and the Federal Depository Library Program (FDLP) from ca. 1870s until the shelflist officially closed in October 1992. GPO?s goal is to convert the bibliographic data on these cards into machine-readable records in MARC21 format so that they can be loaded to GPO?s Integrated Library System (ILS) (Aleph 500) catalog. LSCM manages the National Bibliography of U.S. Government Publications formerly known as the Catalog of U.S. Government Publications (CGP). The unit catalogs in all formats published by all three branches of the U.S. Government in accordance with 44, U.S.C., Section 1710-1711. Documents in the National Bibliography are available through the online CGP (http://catalog.gpo.gov). 2. Approach The successful offeror will be directed by GPO to perform the work in a phased approach, as laid out in this RFP, although later phases may not be required, depending on the priorities set by the GPO. Each phase will be completed over four option years after the initial phase is completed in the first year. Offerors will provide a plan for one year?s worth of work on the bibliographic metadata transcription process not to exceed $100,000. Offerors should also provide a proposal for the four option years. The successful offeror will be required to transcribe a test batch of approximately 200 cards into MARC 21 records for evaluation before work begins on the project in full. The evaluation of the test batch will help determine the best and most efficient workflow approach, and allow GPO to validate the metadata transcription requirements outlined in this RFP.
