Description
NASA/NSSC has a requirement to continue an existing agency membership with RTCA, Inc., 1828 L Street, NW, Suite 805, Washington, DC 20036. The period of performance of the new membership is five years (one year base period with four 1-year options) beginning on or about August 1, 2007. NASA/NSSC intends to purchase the new membership from RTCA, Inc., on a sole source basis. Competition is impractical for the following reasons: 1. The services provided by RTCA, are unique to that organization and cannot be obtained in any manner other than through a membership with RTCA. 2. RTCA is unique in that it functions as a Federal Advisory Committee, whose recommendations provide the foundation for aviation policy and procedures, affecting such areas as the efficiency and safety of air transportation. 3. RTCA is a private, not-for profit, corporation that develops consensus-based recommendations regarding communications, navigation, surveillance, and air traffic management (CNS/ATM) system issues. 4. RTCA serves as a means of coordinating government and industry views on matters within its purview, and formulates recommendations, engages in studies involving the application of electronics and telecommunications to study resolution of aeronautical operational problems. 5. Using its extensive collection of reports, research, and meeting summaries, RTCA is in a unique position to provide NASA with recommended actions, reports, and documentation relative to and in support of the Agency?s research and technology responsibilities. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 12, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
