- W911W4-07-R-0010 Counterintelligence Badges Amendment II as at 27 June 2007 The purpose of this amendment is to answer the following questions: 1. Visual Anti-Counterfeit Technology Question 1: Item 6 in the section 1.1 Badge Design references this modification, 'Embedded into the face of the badge, uniquely designed, visual, anti-counterfeit technology.' Answer 1: Embedded in this sense means the same as permanently affixed to - or fastened to so that if an attempt is make to remove the item from the face of the badge it will cause damage. Examples of possible visual technologies include 'panels' (affixed ) to the badge face, and a hologram pasted/glued to the face of the badge. Our market research shows that there are various general visual anti-counterfeit technologies available. These are just two examples, and are not designated as specific. That is, any anti-counterfeit technology that covers the requirements can be submitted. Bottom line for how visual it needs to be - when displayed, the anti-counterfeit technology should be seen from a distance of about 2-3 feet, which is about the distance between people when conducting a meeting where an agent would have to display their ba dge to another individual. The anti-counterfeit technology needs to be seen on the face of the badge. 2. Armys Current Badge Design Question 2: Is it possible to view the badge referenced for design replication? 'The Contractor will exactly replicate the Army's current Military Intelligence (MI) badge design&' Answer 2: This office does have a smaller copy of this badge for viewing purposes. Please contact Sarah-Jane Allen at email: sarahjane.allen@mi.army.mil for further details. 3. Metal Thickness Contradiction Question 3: 2. Page 3 of the solicitation shows a contradiction regarding the metal thickness required. .064' is 16 gauge and 12 - 14 guage is .102 - .080' thick. The 12-14 guage would be more typical for the shield, perhaps the .064 is reference to app lied panels if used? Answer 3: If 12-14 gauge is the true industry standard this will apply. The .064 thickness was taking directly from the previous market research and it was thought to be industry standard but it does not apply to the thickness of the panels. Also, there is no requirement for anti-counterfeit technology thickness. All other terms and conditions remain the same.
